Purpose

The position purpose is to maintain SKM’s health, safety, security and environmental (HSSE) management in line with the client’s and program requirements and developing a HSSE practice culture in all staff and contractors involved in the Shell Retail Network Development Programme within the JV market unit. The Regional HSSE Manager will be responsible to JV Programme Manager China and coordinate with SKM Global HSSE Managers for all reporting HSSE works.

Roles & Responsibilities

• Providing specialist HSSE input to project management team activities within the country;
• Proposing and implementing in-country initiatives to sustain commitment to HSSE;
• Supervise the application of SKM’s HSSE Management System (HSSE-MS) and Contractor HSSE Packages;
• Plan and organises HSSE training for in-country SKM and contractor staff in accordance with the programme’s HSSE requirements;
• Participate and monitor all in-country HSSE meetings to ensure that it is conducted in accordance with the programme’s HSSE requirements
• Plan, undertake and monitor the audits of HSSE performance of the contractors.
• Ensures that HSSE issues that are reported are followed up and corrective actions are implemented.
• Maintain the HSSE KPI records and statistics of near misses, potential incidents and reportable cases, and analysis of their consequences and corrective actions taken.
• Provides for continuous improvement in HSSE performance.
• Provide the local SKM team with the interpretation of local HSSE legislation and client HSSE requirements;
• Lead the local SKM team with the implementation of HSSE policies, objectives and both short and long term action plans;
• Undertake measurement and reporting of performance against action plans, including HSSE assurance and verification;
• Collecting and collating of HSSE incident reports, conduct analysis of root causes and providing support to the local team in formulating corrective actions;
• Representing the local SKM team in communication/dealings with external interested parties concerned with HSSE (including client, contractors and suppliers where required)
• Proactively advising the local SKM team on best practice and ensure that this is shared where applicable through roll-out of HSSE bulletins, Lessons Learned, etc.
