Responsibilities:
- Oversees the preparation of detailed mechanical, electrical, civil and/or structural designs for solar power plants
- Accountable for on-time delivery set of design documents that meet all project development needs and potential contractual requirements on multiple project designs simultaneously
- Manages competing priorities and overcomes obstacles to successfully meet submittal dates
- Leads and supervises the development design team in preparation of design deliverables, including detailed development drawings and gathering necessary site information
- Assesses and anticipates deliverables needs, reviews and edits proposed engineering budget and schedule, and communicates resource needs
- Represents CCPV in development team meetings covering engineering and technical issues, including meetings with the public and regulatory authorities, owners, and contractors
- Provide engineering/technical input and direction to site evaluation and characterization, permitting, power purchase agreements; interconnect agreements, financial modeling, and other project development aspects
- Assist in the transition of projects from the Project Development to EPC groups, including typically rotating from Project Development Engineer to EPC Project Engineer.
- Facilitate the transition of project responsibilities from the Project Development to EPC groups
- Primary interface with project management and senior management on matters relating to development engineering progress, quality, scope and schedule Maintains responsible control over all design activities pertaining to the development due diligence of projects, proposals, including engineering, quality control, and code compliance
- Uses understanding of construction logistics, site preparation, material and labor costs to ensure design is optimized and value engineered to the greatest extent possible
- Supports Project Development Manager in updating and maintaining project schedule and budgets for portfolio of proposals
- Is subject matter expert and used as a resource for cross-discipline CCPV employees
- Leads in defining a project’s functional and spatial requirements. Estimates costs and develops schedules for the design of solar arrays.
- Schedules and leads Development Design Review meetings.
- Creates Scopes of Work for engineering consultants.
- Mentors junior engineers
Requirements:
- The least amount of skills and training candidates must have to do a specific job.
- A Bachelors degree in Civil, Mechanical, Electrical, or Structural Engineering OR a Masters degree in Architecture
- Minimum of 10+ years project engineering experience in the design/build, EPC or utility electricity generation field
- Licensed Professional or Chartered Architect or Engineer in electrical, mechanical, structural or civil engineering.
- Excellent, demonstrated civil, electrical, structural or mechanical design skills
- Thorough and demonstrated understanding of electrical design, materials and methods of installation, especially in power generation
- Strong AutoCAD and proven ability to generate accurate, highly-detailed construction drawings
- Strong analytical skills
- Fully-developed and professional interpersonal skills; ability to interact effectively with people at all levels of the organization, as well as outside customers and vendors
- Proven ability to work in a team environment with a customer service focus
- Excellent organizational skills to manage time well, prioritize effectively, and handle multiple deadlines
- Extremely strong communication skills, both written and verbal
- Proven ability to delegate and prioritize work of drafters, technicians, and interns
- Fluent familiarity with construction and electrical codes
- Proven ability to successfully procure, monitor, and assess subcontracted consultants
- Able to communicate fluently in conversational and written English and Mandarin Chinese
- Preferred requirements
- Extensive construction experience in the solar PV industry
- Strong familiarity with construction costs, schedules, and project accounting
- Expertise in permitting and interconnection requirements for PV energy projects in Inner Mongolia and other regions in China
