SUMMARY
Top-Co LP is a geographically diverse organization with staff located around the globe. The Manager, Quality Assurance & HSE is a member of the Leadership Team and reports to the Chief Operating Officer. The successful candidate will have 10+ years of QA Manager level experience in manufacturing, preferably operating in an API environment. As QA Manager, you will be responsible for delivering demonstrated results in QA and OH&S programs by working in conjunction with management at all levels to ensure compliance and understanding of the programs throughout the organization. These results will be based on an effective Quality and HSE Strategy which is consistent across business units and in alignment with the organization’s visions and values.
In addition, as the leader and key communicator for the quality and safety commitments of our company, you will ensure collaboration between manufacturing, engineering and process planning with our customers, vendors and internal team to consistently meet or exceed ISO and API standards. Responsibilities will include planning, prioritizing and directing the quality control, quality assurance and safety programs and direction for the day to day activities of the QC inspectors. The QA Manager must be an effective communicator and strategic thinker, able to develop new initiatives, but with the ability and desire to be hands-on in implementation of those strategies. You must be detail oriented and be able to concisely present problems and solutions to management. In this role, you will be responsible for building and upgrading the current QA and Safety infrastructure as well as handling all quality projects and issues for the company as it grows. A “hands on approach” is required for this senior level management role.

OVERALL RESPONSIBILITIES
1 Establish and implement goals and objectives for Quality and Safety functions in alignment with overall organizational goals and in compliance with QMS and API requirements.
2 Monitor and advise on the performance of the quality and safety management systems. Produce and manage data and report on performance; measuring against the established goals.
3 Implement safety programs as well as practices and procedures to reduce frequency and severity of accidental loss from injury and/or property damage. Perform systematic risk assessments.
4 Liaise and communicate effectively with the leadership team. Analyze and provide relevant feedback to Operations, highlighting key risks and opportunities for improvements (warranty, internal defects, customer complaints, etc.)
5 Work with key stakeholders to ensure that an effective, meaningful and timely Quality function is established and maintained for the organization. Provide support to functional managers to build quality initiatives into business plans along with translating these into action.
6 Develop strategies and quality objectives for manufacturing which will serve to enhance the goals of the organization and keep it competitive within the marketplace.
7 Establish priorities for Continuous Improvement Initiatives, along with participating as a key resource on Process Improvement teams.
8 Identify relevant quality and HSE training needs and coordinate with functional areas.

KEY RESPONSIBILITIES
Quality Assurance
1 Utilize your skills to continuously define, develop, upgrade and review Top-Co’s QMS.
2 Conduct systematic internal audits to measure quality performance, compliance with ISO QMS and API and identify areas for improvement.
3 Ensure compliance to ISO 9001 and API requirements through regular Management Reviews, Internal Audits and process review. Ensure that the Quality Manual accurately reflects internal processes and procedures.
4 Manage the interaction with third party auditors involved in corporate registration of quality systems, in particular ISO and API. Respond to all identified deficiencies and ensure corrective actions are implemented.
5 Manage customer quality audits , respond to identified deficiencies and ensure corrective actions are implemented.
6 Control and manage Non-Conformances, Corrective Actions and Document Change processes. Ensure corrective actions are implemented to effectively address root causes.
7 Manage the process for Documentation Control, ensuring accurate and timely changes are made and are reflected in the documentation used to inspect, produce and test finished goods. You own the Quality Management System, its maintenance, development and connectivity to other electronic systems within the organization.
8 Take the lead in developing coherent and logical solutions to ‘System Corrective Actions” using process improvement and root cause analysis.
9 Lead monthly Quality Event sessions with functional managers in order to identify key trends and issues, develop action plans and resolve outstanding issues. On a monthly basis, analyze and report to the leadership team on quality metrics, areas of risk and progress on major initiatives.
10 Assist Operations in identifying quality control points within the manufacturing processes and put in place robust, repeatable quality checks that can be audited for compliance.
11 Plan and manage the annual Quality Assurance expense budget.
12 Work closely with Managers on process improvements during project execution to validate that quality requirements are built into plans.
13 Identify and assist in organizing training needs as they relate to the Quality Management System for all employees.
14 Lead and develop team members through effective coaching and mentoring, setting clear goals and objectives for direct reports and establishing formal and informal feedback.
Health, Safety & Environment
1 Through effective leadership, develop, implement and monitor Top-Co’s Safety program including safe work procedures to meet operational objectives and initiate corrective action as required.
2 Ensure compliance with corporate policies and legislative requirements.
3 Ensure roles and responsibilities are clearly defined, understood and acted upon by all levels of management, employees and the Health and Safety Committee which you lead.
4 Co-ordinate Health and Safety activities, perform quarterly plant safety inspections / risk assessments and maintain a corrective action list.
5 Seek continuous improvement to safety by conducting daily, monthly, quarterly and annual inspections (e.g. lifting device inspections, MBWA etc.); hazard analysis, periodic and annual audits and implement subsequent required action plans. This includes field level risk assessments and safe work observation process.
6 Establish and maintain a proactive training program (personally or through external vendors) directed toward hourly and salaried employees including but not limited to WHMIS, Accident Investigation, Lockout procedures, First Aid, Crane safety services, Forklift truck etc. This includes health and safety orientation to all new employees.
7 Work with the various business area cross-functional teams and management to review the ongoing effectiveness of the OH&S on-site programs.
8 Manage and maintain safety related data (i.e. updating safety program manual).
9 Leads the Health and Safety Committee which includes but is not limited to plant audits, accident investigations and safety promotion plans.
10 Provide documentation necessary for WCB case management and/or the adjudication of claims and appeals for work-related accidents and injuries.
11 Participate in partnership with Human Resources, line-management and WCB in the rehabilitation for early intervention and manages the modified duty and/or return to work programs.
12 Investigates and documents all LTI’s and near misses. Is the primary interface with OH&S audits and investigations.
13 Holds regular meetings and provides direction to volunteer Emergency responders and Standard first aiders regarding corporate policies and Emergency response management.

EDUCATION AND EXPERIENCE
1 Minimum 10 years Quality Assurance experience in an ISO and API environment with a demonstrated track record in successful QA/QC planning and implementation.
2 In-depth knowledge of all regulations and legislative requirements.
3 Proficient in Quality Management Systems based on ISO9001 and API standards.
4 Auditor Certification with proven experience in auditing at all levels of both internal and external audits.
5 Proven management and leadership experience.
6 Experience in a manufacturing API environment.
