Responsibilities:

Understand the requirements of the business and translate them into sustainable facilities development solutions.
Coordinate closely with the Regional Operations Manager (ROM) to ensure that all CAPEX projects are identified,that all stakeholders understand their roles for each project, that project budgets and timelines are clearly understood.
Coordinate closely with Regional Portfolio Manager to ensure Capex execution is as per plan and required changes in the plan are tracked and reported upwards for required approvals.
Advise ROM and Portfolio Manager and other project owners on technical options at the feasibility stage,assist in preparation of preliminary cost estimates for the new venture and other growth projects when required.
Identify resource requirements based on the CAPEX plan; Consult with Global Engineering and Consultancy Manager (GECM) and Regional Operations Manager (ROM) on strategy to meet resource requirements, implement strategy.
Manage the preparation of an implementation plan for each project.
Manage the preparation of tender documents for material and equipment and contracts for engineering, construction,specialist services and all others required for implementation of capital projects.
Coordinate with C&P to ensure delivery of material and equipment,and award of contracts for services are in line with project requirements.
Manage,and manage the management of third parties such as consultants, engineering contractors, construction contractors, pecialists etc.
Monitor and review progress of each project with the Regional Project Engineer. Advise and instruct Regional Project Engineers on any remedial/ recovery measures required.
Advise and coach Regional Engineers in implementation of revised Shell Aviation Engineering Standards and Procedures.
Manage reporting of status of each project and periodically report that status to the ROM and GECM.
Ensure that projects executed meet all requisite codes and standards,including National,Local,Shell and SAV Engineering.
Represent Shell interests in JV technical committees; Review and challenge designs and costs proposed by managing partners.
Ensure that all projects within the region follow SAV Permit to Work System.
Consistently focus on HSSE in Project Design and Execution, and ensure consistent focus on HSSE by Regional Project Engineers and Contractors.
Act as the Engineering Sponsor for all projects executed in the region, providing project owners with a senior contact point to discuss issues outside the project team framework.
Manage a timely process of comments on designs prepared by third parties (such as joint venture partners or contractors), ensuring such designs meet the required standards.
Provide Leadership to the regional engineering group, including career management, leadership development, diversity and inclusiveness to ensure attractiveness to staff .

Requirements:

Must have legal authorization to work in Canada on a full time basis for anyone other than their current employer.
Engineer (preferably Mechanical) having a minimum qualification of Bachelor of Engineering through a nationally recognized university along with 15 years experience in similar industry, preferably with 2 years in Aviation.
10 years of project management experience, with the ability to manage a number of projects of varying size in parallel.
Previous experience in Permit to Work management preferred.
Previous experience in compliance inspections preferred.
Must be generally computer literate, knowledge of engineering design software an advantage.
Knowledge of Aviation Engineering and Operations, with particular emphasis on fuel delivery systems, both fixed and mobile.
Knowledge of Shell DEPs and knowledge of relevant international standards and their applications is desirable.
Working knowledge of national legislation pertaining to Aviation installations in all countries where projects are to be implemented.
In depth knowledge of Shell/ SAV HSSE policies, and an active driver for improving HSSE.
Strong inter personal, networking and coordinating skills.
Able to explain technical issues and solutions to non-technical people.
Able to manage people and develop relationships with stakeholders, in order to develop and implement strategies for CAPEX expenditure, and resource development.
Able to select, evaluate and manage third parties, such as contractors and specialists.
Strong analytical skills, and the drive and ability to translate information into relevant action.
Excellent communication skills, with management, peers, subordinates and contractors.
Understanding of commercial factors affecting and driving projects.
