Responsibilities:

The UAO HPIM Manager will be accountable to provide cost effective prioritized delivery of Hydrocarbon Production Information Management deliverables across all Onshore and Insitu assets in Upstream Americas. Position is accountable to deliver and provide assurance for those disciplines and activities associated with Metering, Hydrocarbon Allocation (HCA), Deferment Administration, and certain aspects of Production Programming.
Dimensions:

Two Countries; 2 Canadian provinces; 7 US States; all with unique Regulatory frameworks.
Over 300 differing Division of Interests; > 700 different Royalty interests; >1000 different contract obligations.
Growth Activity: ~1000 wells/yr over next 5 years+; Compression; Intra-field gathering systems; Gas Plant(Mid Stream) contracts; etc.
Total Staff Count in Department : 51 Shell Staff Positions; ~5 Full Time Contractors (13 Direct Reports).
Overhead Budget: $10MM+ annually.
Principal Accountabilities:
Provide advice and technical support to Projects and Operations through the life cycle of a Project for Measurement and HCA.
Ensure the integrity of the Allocation methodologies and that they are representative of the actual oil & gas operations; meet regulatory and contractual requirements; and deliver an accurate volume allocation from sales point to wellhead/completion interval.
Data Quality control and Assurance for the Hydrocarbon Production Information used in the HCA processes and for internal and external volumes reporting and greenhouse gas Emissions derivation.
As Process Owner- ensure consistent and standard work processes and controls are in place, working, maintained and kept evergreen.
Shared accountability with Operations for ensuring legal/fiscal/contractual requirements related to Hydrocarbon Production Information are maintained and met.
Provide direction and support to the Senior VP’s of Production.
Participate in Regional and Global Discipline Networks (HCA; Metering and Production programming DEN’s).
Through industry involvement in API, CAPPA,etc, ensure Shell’s interests in Measurement and HCA are present.
Key Challenges:

Regional role providing support in a matrix organization functionally across many assets and other functions.
Fast pace growth affecting ability to run and maintain across many different regulatory frameworks and complexity from differing allocation schemes and asset configurations.
Given the numerous internal and external stakeholder interfaces, it is important to build and maintain effective relationships and the ability to deliver through others, often virtually, without direct hierarchical authority.
External relationships with Regulators; Partners; Royalty owners; Pipeline/Transporters; Industry groups and suppliers of service and equipment are critical.
Skill sets in HCA & Measurement are not readily available internally or externally and have to be grown.

Requirements:

Requires a Bachelor’s Degree or Masters Degree from an accredited college or university or equivalent experience in an engineering discipline.
Minimum of 20 years experience in Operations.
Minimum of 10 years supervisory experience in the Oil and Gas industry.
Experienced facilities, process or chemical engineer with a strong operational background.
Knowledgeable of the Regulatory and Contractual frameworks impacting Measurement and HCA.
Knowledgeable of oil and gas production accounting practices and their impact on the P&L.
Effective Stakeholder engagement skills and ability to Build a Shared vision and Demonstrate Courage.
Ability to lead a virtual team and large span on control.
Must be able to analyze; synthesize and decisively act independently across the portfolio as this is a “stand alone” role in the Business.
Capable of overseeing core Disciplines: Measurement; HCA; and portions of Production Programming.
Ability to integrate and standardize work management systems across assets and monitor compliance.
Provide technical input to Design Basis Documents for New Developments.
