职位描述
Learning opportunities in the position:
? Very broad general management skills (Finance, IT and Operation)
? Full picture of finance functions in a legal entity
? Opportunity to develop management skills into leadership skills
Key Responsibilities
Financial Reporting & Management Accounting
? Take charge of full spectrum of finance and accounting functions in accordance with PRC laws, APMM Guidelines and as approved by the Board of Starshine and the partner company
? Prepare monthly financial reports, financial analysis, board meeting material, annual budgets and annual financial accounts of Starshine and the partner company
? Undertake additional research and analysis as required by NAS Damco CFO and Starshine management
? Immediately rectify any audit findings should these occur
? Cash flow management including managing Accounts Receivable and Accounts Payable functions
? Assist the General Manager & Deputy General Manager in budgeting, preparation of reports and other financial affairs as required
? Liaise with official bureau (tax, finance etc) to prepare and complete annual audits as required.
? Ensure adherence of the Starshine and the partner company to all legal, statutory, board and license requirements as well as other accepted corporate governance principles
? Manage financial system application performance and ensure the system is in line with budget
? Develop strong relationships with financial institutions and government institutions
? Other tasks as required by Management
General Management
Communication / Relationship Management
? Management of relationship with partner in SS, ensuring harmonious and beneficial outcome to stakeholders involved.
? Maintain regular and timely dialogue with NAS partnerships business unit manager. In addition to this, regular and timely reporting in accordance with developed templates
Commercial / Business Development
? Follow market development & general business practices of SS management and report to NAS on a regular basis pertaining to development
Management and Administration
? Reporting (Monthly / Board / Ad-hoc)
? Develop and Implement business plan
Company Secretary
? Organizing, preparing agenda for, and taking minutes of Board of Director meetings;
? Dealing with correspondence before and after meetings, collating information, writing reports, ensuring decisions made are communicated to the relevant people;
? Monitoring changes in relevant legislation and the regulatory environment and taking appropriate action;
? Maintaining the register of shareholders, and monitoring changes in share ownership of the company;
? Preparing and obtaining approval for the board resolutions in accordance with AOA and other policies and regulations adopted by the joint venture company or published by government.
? Developing and overseeing the systems which ensure that above listed tasks comply with all applicable codes as well as its legal and statutory requirements
? Contract management
? Providing support to legal advisors on legal and dispute issues at it may arise
? Ensure compliance per AOA and JV Agreements

? Good relationship with local financial institutions
Authorities:
? Reference to authority and approval limits as per Management Policy of Starshine and the partner company
? Other authorities as delegated by NAS Damco CFO
