POSITION SUMMARY:
The purpose of this position is to support the purchasing team through tactical procurement activities for Top-Co China. The major objective is to contribute towards realization of purchasing team goals by providing: consistently high levels of customer service, ensuring the right items at the right price within the required timeframe and timely, clear and effective response to customer inquiries.
This position is additionally responsible for coordinating all aspects of inbound and outbound shipments of both finished and direct material.
PRIMARY RESPONSIBILITIES:
1 Buyer is responsible for sourcing, qualifying, purchasing and delivery of materials consistent with corporate policy and operational requirements.
2 Collaborate with internal business teams to create effective, constructive relationships and healthy business processes.
3 Identify and select vendors based on capability to deliver according to operational requirements for price, quality and delivery. Confer with vendors to obtain product or service information such as price, availability and delivery schedule.
4 Continuously review operational requirements for materials, develop and execute fulfillment plans that ensure production schedule attainment.
5 Create and manage purchase orders for all materials and services.
6 Monitor vendor performance to procurement terms and performance standards. Expedite orders to ensure timely delivery of products and services. Address non-conforming material with vendors as required.
7 Approve invoices for payment.
8 Create and maintain long-term partnerships with suppliers. Negotiate and manage all local purchasing contracts. Manage Corporate purchasing contracts. Meet with customer service and production personnel to anticipate and develop strategies for new purchasing requirements. Improve supplier fill rates, quality and lead-times in support of production requirements
9 Monitor vendor performance and proactively organize expediting action when shortfalls are identified.
10 Develop and maintain market knowledge and contacts for new products and services.
11 Maintain all aspects of local supplier contracts, including cost.
12 Proactively identify and implement cost reduction and productivity improvement opportunities.
13 Develop and execute material strategies that achieve organization goals for lead time to delivery and available to promise.
14 Coordinate with customer service and production organizations to ensure delivery requirements and pricing are understood and accurately executed.
15 Coordinates local and international logistics including: preparation of all required documentation; coordination with carriers and freight forwarders and; coordination with shipping personnel.
EDUCATION AND EXPERIENCE:
Requirements:
1 Minimum of 5 years purchasing experience, preferably in oil and gas.
2 APICS, CPIM or PMAC certification.
3 Competency with MRP
Preferences:
1 Bachelor of Commerce or other undergraduate degree.
2 Familiarity with international supply chain.
3 Formal training or experience with lean manufacturing.
4 Cross-functional experience in a manufacturing setting.
5 6 Sigma Black Belt certification or familiarity with 6 Sigma methodologies.
QUALIFICATIONS AND SKILLS:
1 Outstanding organizational skills.
2 Positive attitude and ability to develop and maintain positive attitudes with team members.
3 Ability to effectively communicate in both verbal and written form.
4 Proficiency with MS Office suite.
5 Excellent analytical skills.
6 Competent operating in a mid-scale ERP environment.
