Buyer

General Purpose:
Coordinates activities involved with procuring materials, components and equipment.

Principle Accountabilities:
1. Reviews requisitions and MRP output.
2. Confers with vendors to obtain product or service information such as price, availability and delivery schedule.
3. Determines method of procurement such as direct purchase.
4. Orders, reschedules and cancels material based on requisitions and MRP output.
5. Maintains procurement records such as items or services purchased, costs, delivery and inventories.
6. Manages supplier to price, delivery and quality expectations and escalates when appropriate.
7. Approves invoices for payment.
8. Expedites delivery of goods to users.
9. Analyzes inventory levels. Prepares liability reports for excess and obsolete management.
10. May gather quotations, examine bids, negotiate contracts and make awards.
11. May plan, schedule and monitor the movement of materials through the production cycle.
12. Interfaces with suppliers and customers to secure both delivery and the best market price.
13. Makes tactical buying decisions. Executes corporate sourcing programs and purchasing high dollar parts.
14. Conducts quarterly supplier reviews.
15. Maintains procurement records, reports and metrics
16. Prepares and/or reviews bid requests and negotiates contracts within budgetary limitations and scope of authority.
17. Estimates values according to knowledge of market price.

Job Requirements:

1. Typically requires a Bachelors degree and a minimum of 5 years of equivalent procurement experience.
2. Use of the following tools may be required: Office Skills: telephones, word processing, data entry, ten key, spreadsheet (PC), ERP software.
3. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedures. Ability to effectively present information and respond to questions from groups.
4. Normally receives limited instructions on routine work but can work independently.
