POSITION DESCRIPTION

Position Title: * Site Quality Control Engineer

Current Post Holder: * Vacant

Location: * Teda, Tianjin – China

Reporting To: * Quality Control Manager

Term: * July/August 2013 – February 2014


Key Objectives:
· To support the Project site team in the execution of quality control activities specified for current project, particularly support at the selected Suppliers’ “fabrication facilities.”
· Integrate and promote quality control activities within the Company and “at fabrication site”. Highlighting the benefits of the Quality Control process and driving the execution of the verification process of equipment, during fabrication and painting of structural steelwork, pipe spools and equipment installation, alignment and pre-commissioning.

Main Duties:
· Undertake a range of tasks by verifying that the activities and criteria listed in the applicable I&TP’s have been complied with and provide objective evidence by traceable and retrievable formal reporting. Site reports will be required as defined by the VWS Site Manager.
· This will include dimensional and welding inspection of structural steelwork and pipe work fabrications. Coating inspection and verification of preservation schedules.
· Review the requirements of specified Acceptance Criteria for both Client and “in house” Technical Specifications.
· Review and comply with VWS Westgarth and Supplier Inspection and Test Plans reflecting control activities and applicable Acceptance Criteria applicable to the specified project requirements and particularly the scope of work being performed by the selected fabricator.
· Co-ordinate with discipline supervisors on multi discipline inspection and test activities.
· Review Suppliers Inspection and Test Plans ensuring format and content meets the requirements of ISO 9001:2008 and project specifications.
· Review of Supplier Certification and Manufacturing Data Dossiers
· Participate in “engineering squad check” of equipment test procedures and other applicable documents which are related to site activities.
· Liaising with Clients and Suppliers on Quality Control requirements and verification activities. Managing incoming “Inspection Notifications”.
· Performing “on site” and “off site” Verification Activities, Inspections and Witness Tests of Suppliers equipment. Co-ordinate test pack review and required witness of tests.
· Co-ordinate/Review/Witness activities detailed on the Inspection Test Record (ITR) system.
· Providing feedback to promote improvement within the quality control function and process.
· Undertaking other duties within post holder’s capability as required by the Quality Control Manager.

Organisational Relationships:
· The Site Quality Control Engineer will work directly with the Quality Control Manager and will be required to form effective working relationships with the project teams, particularly the “Site Manager” and Project Engineering Manager but also with other project engineering disciplines.
· The Quality Control Engineer will be based at a Suppliers “fabrication facility” will report on a first line and functional basis to the “VWS Westgarth Site Manager.”

Person Specification

Qualifications:
· GSCE level standard of education
· CSWIP Level 3.1 level 1 or 2 Welding Inspection Certificate
· NDE: CSWIP/PCN (EN473) Qualification Level 2.

Background/Experience:
· Craft or Technical fully served apprenticeship in n engineering discipline
· 2 years experience in craft or technical role with an engineering company
· Experience of "On Site" Inspection duties such as welding, dimensional, alignment and coating inspections on structural steelwork and piping fabrications and equipment installation / assembly.
· Experience of Preservation maintenance
· Co-ordinating with Client and Third Party Inspectorate / Classification Society
· Previous experience working as a Quality Control Engineer desirable

Skills:
· Good report writing skills both in inspection reports and daily site reports to VWS Site Manager.
· Ability to review and comprehend Technical Spectifications
· Ability to read P&ID’s and GA drawings.
· Understanding of ISO 9001:2008 “Quality Management System” fundamentals.
· Ability to interface effectively with Clients / Suppliers and external Verification Bodies such as Classification Society (ABS) on site.
· Ability to utilise Microsoft Word and Excel programs
