Role Summary/Purpose

Essential Responsibilities
• The (Inquiry to Order) ITO Sourcing Specialist supports costing activities to enable ITO and Sales personnel in ITO management - via Sourcing & Procurement. Acting as the key interface between the Sourcing & ITO Teams, the ITO Sourcing Specialist conducts Sourcing risk reviews for major ITOs with action plans for risk mitigation.
• Ensuring all new suppliers are subjected to the correct level of commercial review and due diligence regarding all forms of compliance.
• Supporting or driving major sub-contract negotiations as appropriate, ensuring the flow-down of Customer terms and conditions where required. This determination will be made on a case-by- case basis.
• Developing, implementing and maintaining standard Direct Material cost books to ITO teams, including global and local frame agreements.
• Ensuring cost estimates are delivered from current valid quotes via the approved supply base wherever possible and that the quotes are valid for the duration of tender unless that needs to be calibrated with new specification and BOM.
• Ensuring local content requirements are accurately assessed and estimated.
• Reviewing the Sourcing input to the ITO package for Direct Materials (inputs and assumptions) to ensure costs reflect current market price.
• Attending ITO kick-off meetings and risk reviews and verifying Sourcing risks have been identified and mitigated accordingly
• Providing feedback to suppliers following the ITO tender process.
• Providing regular status reports to the ITO team, and get feedback from ITO to understand the previous bids
• Work closely with respective GCL/Site Sourcing Leader to drive China Sourcing Strategy for respective Commodities
• Focal point as NPI sourcing specialist working with cross functions to execute the project plan meeting the business need on cost, quality and delivery; Sourcing owner for ICFC projects.
• Search, identify, visit and develop potential suppliers together with China commodity leaders to grow China buy also to support the operation needs in VG SH and/or other factories.
• Negotiate Pricing and Supply Agreement; implement Terms & Conditions in line with sourcing strategy.
• Work closely with GCL/site sourcing Leaders to run eauction to drive cost down.
• Execute eSA process to approve potential suppliers, manage the supplier performance and drive the continues improvements with SQE/SDE teams
• Work with the commodity leaders and site sourcing specialist in different P&L/COE for synergy and consolidation opportunities.
• Support the team to develop China Sourcing S1 and S2 and Operating Plan.

Qualifications/Requirements
• BS degree in Engineering/Commercial/Material or other related
• Min 5 yrs experience in sourcing/supply chain role; preferably in the drilling and/or pressure control fields. Have some years of manufacturing/engineering experience will be an advantage.
• Strong analytical, clear thinking & problem solving skills.
• Ability to prioritize appropriately & handle multi-tasks effectively
• Demonstrate proficiency in supplier identification and development, ability to negotiate and manage supplier using good sourcing tools and processes.
• Proactive and positive self-starter with energy, enthusiasm and ability to execute
• Ability to adapt, open to change and thrive on finding better, more effective solutions & process
• Have project management/NPI experience.
• Good verbal and written English/Communication skills; Team work spirit.
• Conduct routine supplier reputation/compliance audit to protect intellectual property and SRG compliance
• Work with GE O&G Sourcing Team in China to leverage processes, resources and best practices
• Experience working with Microsoft Suite (i.e. Word, Excel and PowerPoint) and web based tools
