Job Title: Project Engineer, MEP / 机电工程师

Business Unit:CBRE Project Management
Reports To: Department Directors, Senior Project Managers and Project Managers

SUMMARY

Key roles and responsibilities of a Project Engineer, CBRE Project Management are to:

I. Support Project Managers on a day-to-day basis as required for the execution of projects.

II. Assist Project Managers in defining project goals, in terms of scope, time and cost and, through the use of established processes, experience and expertise, manage the design, permitting and construction of the project in conformity with these goals.

III. Ensure proper support to CBRE’s other business lines during the business development stage as required and directed by the senior managers.

IV. Carry out any other assignments as directed by your Department Managers, Directors or the management.

ESSENTIAL DUTIES

1) Support Project Managers on a day-to-day basis to ensure successful delivery of projects.

2) Read and understand documents defining the project, including, but not limited to, employer requirements, lease contracts, property management agreement, specifications and lease abstract.

3) Support Project Managers to establish project scope and budget for the work; establish practical project time lines and programmes.

4) Help to ensure that all parties understand the project goals prior to start of design and review scope with leasing agent for conformity with the lease.

5) Support Project Managers in preparation of appropriate lease provisions and exhibits where and when required.

6) Together with Project Managers, establish purchasing procedures for consultants, contractors, etc. Negotiate and prepare appropriate agreements for all parties necessary in the execution of the work, including bid packages and contract documents.

7) Supported by Project Managers, execute accurate design tender assessments (technical and commercial, including programme and administration) when requested and provide a proper analysis to the Project Manager with a recommendation for selection of appropriate designers.

8) Supported by Project Managers, execute a proper construction tender assessment (technical and commercial, including programme and administration). Provide a proper analysis to the Project Manager, with a recommendation for selection of the general contractor.

9) Supported by Project Managers, execute a proper Jianli tender assessment (technical and commercial, including programme and administration) when requested and provide a proper analysis to the Project Manager, with a recommendation for selection of the Jianli.

10) Supported by Project Managers, execute a proper tender assessment (technical and commercial, including programme and administration) for any other specialists, suppliers or consulting firms when requested and provide a proper analysis to the Project Manager, with a recommendation for selection.

11) Work closely with Project Managers to establish communication procedures and filing systems for projects and set up appropriate tracking of necessary approvals of all kinds.

12) Under the supervision of Project Managers, prepare meeting procedures and timetables for those meetings.

13) Under the supervision of Project Managers, ensure project documentation is accurate, co-ordinated and properly documented.

14) Prepare minutes of meeting and other project reports/documentation as requested by Project Managers. Confirm and check such documentation with the Project Manager where and when required.

15) Together with Project Managers, ensure all consultants are familiar with project goals of scope, time and cost and write the appropriate agreement between the owner and consultants to accomplish these goals.

16) Provide review of progress, programme, quality and cost of design, construction, supply and other project relevant items to the Project Manager to ensure that contract documents are consistent with the required scope of the project.

17) Review design details of the construction documents for constructability and cost efficiency. Report and discuss conclusions with the assigned Project Manager.

18) Ensure that drawings are co-ordinated so that appropriate scope is defined between consultants of different expertise.

19) Review all requests for information, change requests, etc. and discuss them with the Project Manager. Where required, issue an appropriate response or have consultants issue an appropriate response (directive letters) under the Project Manager’s supervision.

20) Support Project Managers to manage and co-ordinate all kinds of variations that may occur during project execution.

21) Support Project Managers to ensure invoices are reviewed for conformity with documentation requirements and the completion status, and processed in a timely manner.

22) Report directly to the assigned Project Manager or Director. Co-operate, support and work closely with other project team members, who may include of project engineers, administrators, specialist engineers and quantity surveyors, when and where required.

23) Take “ownership” of the project you have been assigned to as Project Engineer and support the Project Manager, including, but not limited to, cost analysis, tender preparation and assessment, invoicing, quality and programme control and construction supervision.

24) Understanding the design, construction and supply contracts required for the successful execution of the project.

25) Maintain independently the previously agreed project documentation and filing systems and co-ordinate distribution and usage with Project Managers.

26) Assist project managers in preparation and updating of the project risk register.



REQUIREMENTS

- Bachelor’s degree in Construction Management, Architecture or Engineering (Electrical, etc.) or equivalent.

- At least two years’ experience as a site engineer, project engineer or designer in design, project management or construction management business, or any similar combination of education and experience.

- Must be detail-oriented, analytical and computer-literate, with proven skills and track record.

- Knowledge and understanding of construction practices and techniques, contract documentation, project documentation and control systems, and building support systems.

- Proven record of successful involvement in construction and/or fit-out projects.

- Excellent interpersonal skills and problem-solving ability.

- Strong verbal/written communication skills in both Chinese and English.

- Familiar with design, construction and supply-oriented contracts, such as, but not limited to, government contracts, FIDIC contracts, etc.

- Occasional travelling required.
