Job Title: China Supply Chain Project Manager, Global Chemicals
Reports To: Regional Supply Chain Manager, APAC
China Supply Chain Director

Position Summary:
This position is responsible for leading China supply chain management initiatives for Global Chemicals, including reviewing existing procedures and examining opportunities to streamline China supply with Global Chemicals commercial (sales and marketing), production, purchasing, warehousing, distribution, and financial. The China Supply Chain Project Manager will develop lean strategies and processes to improve quality, delivery (LOTC), lead times and costs.

Critical metrics: LOTC(lines on time complete), Availability, Warehouse performance to expectation (unprocessed lines), Transportation On-Time Delivery, Lead Time improvement, Cost & Working Capital, Inventory DOS, Warehouse variable & fixed cost per product line, Transportation % sales, Total Supply Chain cost % sales, Inventory Slow Moving/ Excess. The position will own the Sales, Inventory and Operations Planning Process (SiOP). Establish Same Day Shipment warehouses in China for Organics and Solvents - ensure high Availability for portfolio, verify space availability in the warehouse and add warehouse space to fulfill Stock

The successful candidate must be able to develop and implement solutions across functional areas and supply chain partners. Knowledge of process improvement (PPI or Six Sigma) and lean tools in a process industry or manufacturing setting is required. In addition, the incumbent will be responsible for MRP and Kanban management

The position does not have direct reports. The Supply Chain Leader will report directly to Regional Supply Chain Manager-APAC, based in Singapore and report dot-line to China Supply Chain Director, based in China.

Key responsibilities include:
? Strategy alignment, product portfolio review and performance improvement with Commercial & global factory connection to drive improved China supply chain performance globally including improving material pull and scheduling processes, inventory management, stock availability, on-time delivery and other supply chain performance metrics.
? Lean Manufacturing/Continuous Improvement - Increase the velocity of the material flow in the supply chain. Implement company's continuous improvement methodology (Practical Process Improvement) and Lean Manufacturing techniques.
? Assist in establishment of Repacking/OEM capability for the chemical portfolio; addressing lead time and cost issues through establish a Quality/Regulatory organization & Lab in China, OEM products locally. Lower lead time and costs by repack in country and source in country. Lower leadtime and cost for processed chemicals through OEM, import and stock in country.
? QC management and support system improvement, EDI connection, local MSDS/Chinese label management - Ensure that optimal service standards are met; develop an inventory strategy that closes the gap between current levels and an optimal target level for serving the China demand; set and control the required inventory control parameters and methodology.
? ERP/MRP - work cross-functionally with operations, sales, marketing, and finance in and outside the Global Chemical division to improve planning. Manage China Sales Inventory Operation Plan (SiOP). Understand customer demands and define required capacities to satisfy demand (warehouse and site capacity requirements).
? Operational execution - Value stream map the material flows and develop pull and heijunka processes; manage the coordinated acquisition of material, receipt and storage of materials and movement of materials through plant (warehouse and future manufacturing plants); coordinate capacity settings, necessary work times and build schedules to optimize the operational processes with the Global Chemicals production departments; improve productivity by assuring efficient and effective material flow.


Minimum Requirements/Qualifications:
? Supply chain optimization expertise and project management experience required.
? Proven supply chain leadership in China with a large, complex organization and product offering.
? Knowledge about the logistics of hazardous substances (warehousing and transport) is required.
? Process industry experience, chemical or pharmaceutical experience are a plus.
? Leadership and coaching skill. Proven ability to develop a high-performance team with or without direct report lines.
? Collaboration skills - Able to effectively collaborate with peers in other functions and with colleagues in other businesses or divisions.
? Strong analytical skills and experience managing to metrics.
? Knowledge of process improvement (PPI or Six Sigma) and lean tools.


Non-Negotiable Hiring Criteria:
? Minimum of 8 years relevant experience.
? Bachelors degree required; advanced degree a plus
? Travel as required
