职位描述
Accountabilities
1.Ensures that all activities he/she carries out as well as those he/she delegates his/her staff are in accordance to laws and regulations, policies and procedures of the company and to practices generally accepted;
2.Provides coaching, development and leadership to staff under his/her responsibility;
3.Manages the budget of the HSE Department;
4.Develops the company HSE management systems;
5.Ensures compliance with applicable Health, Safety and Environmental standards.
6.Is responsible for developing, implementing and updating internal procedures related to the management of Safety, Health and Environment (HSE) and oversees their execution and compliance;
7.Ensures the follow-up and the consolidation of the monthly reporting of HSE indicators
8.Participation in the Hazop activities and risk assessments and provides advice accordingly.
9.Leads, Manages and Implements the Emergency Response Program.
10.Investigates, analyzes and reviews accidents and incidents timely and suggest solutions for improvement.
11.Ensures that all employees are properly informed about the working, environmental and safety policies within the organization.
12.Coordinates with the department managers and supervisors to ensure an incident-free operation.
13.Maintains good employee, corporate and community relations;
14.Communication with Government and Regulatory Agencies on HSE relevant license/registration, including dangerous goods production license, dangerous goods business license, environment emission registration, occupational hazard registration and etc.
15.Advise and collaborate with HR to manage and follow up the Employee’s occupational disease medical check.
16.Control and issue the company PPE timely and properly, including record, keeping, stock checking and type selection based on the request of related departments.
17.Is responsible for his/her department contribution to the achievement of the mission of the company and ensures that members of his/her department adhere to company’s values.
18.Is in charge of setting up and maintaining the company document control system;
19.Monitors quality performance by gathering relevant data and producing statistical reports;
20.Manages nonconformities, corrective, preventive and improvement actions and systems.
Qualifications / Experience required :
1.Holds a bachelor degree, preferably in chemical engineering, safety engineering, etc.;
2.6-year experience with three years of HSE managerial roles, preferably in the petrochemical field.
3.Good knowledge of local HSE regulation, especially chemical relevant regulation, OSHA regulation, environmental regulation. Working knowledge on quality management would be preferred.
4.Capacity to develop and maintain good interpersonal relationship;
5.Excellent oral and written communication;
6.Integrity and professional ethics;
7.Fluent in Mandarin and English
