Purpose

The purpose of this role is to support the Senior Manager of County Bank Finance to coordinate between the County Banking operations and the Shanghai based finance team. This role will facilitate the transmission of information to Australia to inclusion in CBA ledger systems and make sure Local Ledger and Group Ledger are consistent. This role will support the Senior Manager of County Bank Finance to provide management reporting and analysis to senior IFS China management and IFS Sydney to meet all financial requirements. This role will assist local finance in County Banks regarding local regulatory reporting, tax reporting and other local regulatory requirements. This role will also support the Senior Manager of County Bank Finance to maintain finance related policy and internal process of County Banks.

Inherent requirements

· University Degree in Accounting/ Finance

· Accounting experience with banking background

· Reporting and budgeting experience in a foreign owned organization

· Understanding of Chinese banking regulatory reporting requirements

· Mandarin – spoken, written, and reading.

· English – spoken, written, and reading

· Willing to travel frequently(once per month, duration will be one week)

Work of the role

Financial Control & Oversight

· Facilitate the regular reporting of financial information back to the CBA Australian reporting systems. Maintain GL mapping tables between Group and County Banks.

· Support County Banking finance team regarding balance sheet reconciliations as the finance controller. Including onsite inspections of the reconciliations and processes in accordance with the County Bank’s policy and the CBA policy requirements.

· Assist the Senior Manager of County Bank Finance to oversee the CBRC and PBOC regulatory reporting processes from a finance perspective insuring compliance with all requirements on time.

· Assist the Senior Manager of County Bank Finance to oversee the tax reporting and insure compliance with all requirements from tax authority.

· Insure consistent Finance policies and processes are executed and followed among all County Bank’s. Contribute frameworks and policy suggestions to the Senior Manager of County Bank Finance and local management.

· Support County banking finance team with month end process, including accrual & amortization, interest income and expense accrual and trial balance independent reconciliation checking.

· Coordinate among external audit, County Banks and IFS China team to fulfill external audit requirements.

· Organise activities among Shanghai Office and County Banks, including regular finance conference calls, trainings and team buildings activities.

· On-site support of finance related issues in County Banks when necessary.

Budgets & Forecasts

· Coordinate with local management in County Banks and Shanghai office to provide basic business assumptions to the Senior Manager of County Bank Finance to develop business plans and expense budgets for all County Banks in IFS China.

· Assist finance in County Banks to assess and support local management to set up admin costs budget

· Comply with both CBA financial year and local calendar year reporting timeframes.

Management & Performance reporting

· Accountability for County Banking monthly management reporting and analysis of variances to senior IFS China team, County Banking local management and CBA Sydney.

· Yearly and half yearly reporting and analysis for CBA consolidated purposes.

· Cost variance reporting for County Banking to be utilised by local and Shanghai management team.

· Preparation of product performance reporting, balance sheet analytics and capital usage reporting.

Presentations

· Provide financial figures to meet supervisory committee meeting and shareholder information requests, including any Board papers.

· Other ad-hoc requests.
