Overall Purpose of Job- why job exists / what it must achieve岗位为什么存在 / 岗位必须完成的工作
Responsible for the organization’s overall financial management and control issues. The job holder is required to manage a team of support staff to improve financial management and control and reporting system, to assure the compliance between company’s accounting system and financial reporting system with legal requirement.
Major Responsibilities-List down the major tasks:
1) Responsible for managing the financial function, mainly to start-up/ establish the Accounting/Finance department of EF&C new assembly plant in Langfang—including ,but not limited to, establishing the accounting system, hiring accounting staff, establishing internal controls and hiring/training a replacement controller to take over after the plant is lunched.
2) Responsible for the preparation, consolidation and distribution of company profit and loss and capital expenditure budgets, monthly financial report and statement
3) Provides advice to senior management on interpretation of operating results and trends.
4) Enact company finance policies and related accounting process, review and recommend internal control procedure/processes.
5) Establish and maintain an accounting system which guarantees the accurate presentation of financial results.
6) Consolidate internal & external financial audit activities.
7) Effectively manage yearly budget and capital expenditure control.
8) Prepare financial statement or related management reports and performed financial analyses upon request of management. Present financial reports in management meetings.
9) Coordinate and negotiate with banks, tax bureau, insurance company, and assist auditing firm in annual auditing
10) Be responsible for implementation of financial software.
11) SR target < 9, TRIR target < 0.8, follow up HS&E objectives, company and legal requirements.
12) Monitor SOX compliance
13) Control environment target, index, management plan achievement in dept.

Education and Experience:
Bachelor Degree/Diploma in Finance Management,
at least 5 years Finance management experience in foreign invested enterprise.
China Accounting & Tax regulations and US GAAP knowledge must.
