Responsibilities:


Manage,and integrate all CP activities and logistic in Sichuan projects in Upstream International China,with a primary focus on influencing and aligning the local key stakeholders (notably Petrochina) on contractors to ensure safe Project delivery of maximise CP and logistics value to Shell and the local business,with effective governance,process efficiency,operational excellence,and compliance with all required standards,procedures,systems .This includes manage and development of the local CP organization ( both Shell and PetroChina secondees ) .
Relationship owner with local operating company of PetroChina for all CP matters.
- Build and leverage influencing relationships with Petrochina to ensure mutual alignment on CP strategies and proposals supporting Shell China growth.
- Broker solutions with CNPC/Petrochina where disagreement occurs on contracting strategies and award recommendations.
- Ensure all CP activities in UI China are in compliance with both CNPC/Petrochina requirements and RDS Group standards,processes,governance requirements.
- Overall delivery of cost management / value improvement targets.
- Implement ESSA / Lean performance improvement initiatives

Requirements:


Degree or professional education in Commercial, Engineering, Quantity Surveying, Finance, Accounting, Law or Economics- Additional training or professional qualification in contracting and procurement is a preference,
Experience:
- The minimal previous work experience under the speciality (C&P) shall be 10 years
- Demonstrable understanding of Upstream processes financial, commercial and technical controls in both the tendering process and contract management, with a thorough understanding of commercial law. Experience in supply chain management
- Fluency in English as a contract language
- Excellent communication skills, negotiation skills, and interpersonal skills
- Team player, strong leadership and interpersonal and communication skill, with a high level of customer orientation
- Customer focus and mindset to deliver quality and pro-active service.- Mastery level experience of supply chain management
- Clear understanding of Shell China business drivers.- Knowledge and experience of global/regional ways of working
- Strong commercial skills and value/cost focus
- Demonstrates ability to challenge at all levels. Mandarin speaker will be an advantage
