Job Description - COUNTRY CONTROLLER/ FINANCE DIRECTOR
A.Job title / Job code / Reporting to:
Country Controller reporting to the Hertz China and Hertz Equipment Rental Corporation (HERC) General Managers with additional reporting to the RAC (Rent-a-Car) and HERC Division Controllers/Business Partner in the UK/US.
B.Job purpose (mission or "raison d'être")
This position has overall responsibility for HERTZ and HERC China finance, accounting and internal control operations.
The key responsibilities and accountabilities are to:
§ Manage HERC and HERTZ China 's finance, accounting and internal control operations in accordance with generally accepted accounting principles and/or international accounting standards, the policies and procedures of the Hertz Corporation and the laws, regulations and customs of the People's Republic of China.
§ Ensure that the books of accounts are in accordance with the Articles of Association for all HERC and HERTZ entities which require that the Company's vouchers, books and financial statements be written in Chinese, and also in English where practical, and that double entry bookkeeping and the accrual method of accounting are utilized.
§ Ensure that the finance and accounting system, after adoption by the Board of Directors, is filed for the record with the local finance and tax authorities
§ Prepare or manage the preparation of financial statements for each prescribed accounting period, including a balance sheet, a profit and loss statement and other statements as required under relevant laws and regulations and by the Board of Directors, Division and Corporate Management. Ensure that these statements accurately reflect the company's results of operations and that accounts are properly documented and reserves are adequately set...
§ Ensure that foreign exchange matters are handled in accordance with the laws and regulations of China concerning foreign exchange control.
§ Ensure that all of the taxes it owes are paid in accordance with the relevant provisions of the laws, administrative regulations and local regulations of China. Ensure all other tax and legal types of preferential treatments, deferrals and exemptions available are taken advantage of where possible.
§ Manage HERC and Hertz China's business planning and current estimate system in conjunction with the Business Planning COE and work with the HERC and Hertz China management, as well as the operating units to achieve business plan objectives including the resolution of issues and elimination of road blocks preventing achievement.
§ Establish, administer and monitor Key Performance Indices and other Financial and Operating Metrics to help drive the company's business and development in China.
§ Ensure compliance to Hertz policies and procedures by HERC and Hertz China operating and administrative units and assist them in formulating action plans to resolve audit findings and help in the sustenance of these resolutions.
§ Manage audits with Internal, External and Governmental auditors, providing requested data and assistance on a timely basis.
§ Monitor and control costs throughout the HERC China and Hertz China organization and implement best practices to achieve efficiencies and lower costs.
§ Ensure that insurance coverage are maintained throughout the term of its operations, in such types and amounts as proposed by the General Managers and approved by the Board of Directors and Corporate Management...
§ Clearly and effectively communicate with Corporate, Division, Country and Branch Staff, and other internal stakeholders on issues and solutions related to Accounting, Internal Control and Finance.

F.Knowledge, skills and experience required

Educational Background:
Bachelor's Degree in Business with a concentration in Accounting and a minor in Finance, Chinese accountant's certificate (CICPA), ACCA or other recognised qualifications.

Professional Experience:
At least 10 years working experience in a financial and accounting management position in one of the Big 4s, US or foreign multinational company or Chinese company with foreign clients with at least 5 years in a managerial capacity.
Experience with multi national and multi branch operations preferred, including external statutory reporting, business planning, operational reporting and business partnering to drive revenues and reduce costs through efficiencies and employment of best practices.
Knowledge:
§Proficiency in Chinese and US GAAP
§Tax and Statutory Reporting requirements
§Proficient in using Chinese and English accounting software; some exposure to ERP systems such as Oracle
§Bilingual in both written and spoken English and Chinese
§Knowledge of how external market conditions impact the rental industry and the company's operations.
