Role Summary/Purpose

This role will contribute and support the implementation of the customs compliance enterprise standard for Greater China businesses as key member of the GE Global Operations- Finance Leadership Team. S/ He will lead a 100+ team to execute the daily operations associated with customs compliance, operate 3 billon USD imports and exports.


Essential Responsibilities

• Responsible for developing and directing the improvement, alignment, simplification, implementation and standardization of Customs & Trade Compliance in the region • Lead a regional team to execute the customs operations required in each business • Support a centralized process for Customs Clearance to ensure a high level of compliance • Identify & implement duty saving opportunities related to utilization of Free Trade Agreements, government initiatives, productivity improvements, & digitization initiatives • Provide general guidance, assistance and advice to the businesses in support of their import and export operations and in solving import and export regulatory problems • Audit import and export transactions to ensure compliance with relevant laws and regulations and provide regular reporting of compliance metrics • Conduct on-site compliance reviews of the businesses and assist them in setting up regular self-audit programs and in establishing compliance process improvements • Lead and support programs and projects to take advantage of Free Trade Agreements (including management of certificates of origin, origin qualification) and other duty-savings opportunities • Facilitate the collection & analysis of data to effectively measure & report performance to internal customer base • Create and maintain effective training program for internal and external customers to ensure adherence to established processes & procedures • Provide education and training as necessary to business personnel, suppliers, and customers, to support compliance and duty-savings programs • Support & drive improvements in Customs Compliance Operational teams performance metrics • Drive understanding of the Customs process to the global supply chain, buyers, Logistics operations, government agencies, manufacturing & planning teams • Develop a strong understanding of the Customs Clearance, Borders & transportation process • Provide analysis, planning, advice and problem solving services to GE Businesses on matters of compliance with Government’s Customs Laws & Regulations • Utilize operational teams to manage expediting and status requests & other transactional projects • Identify & support Cost of Quality initiatives through Lean / Six Sigma methodology (i.e. Port storage reduction and Customs Penalties) • Supervise day-to-day activity and performance of various 3rd Party Customs Compliance provider(s) • Ensure Integrity is upheld throughout all processes, policies and practices, by ensuring appropriate communication and training of related activities.


Qualifications/Requirements

• Bachelor's Degree in Foreign Trade, Law, International Affairs, International Business or related discipline • Minimum of 8 years business experience in the areas of Customs Compliance, Customs operations and/or Logistics / Sourcing Operations • Must have good Business Perspective … able to prioritize actions and resolve issues • Demonstrated leadership characteristics in developing and leading high performance teams• People management skills…able to lead large size team, ability to develop and grow talent in the team• Strong communication skills…able to work effectively in the matrix organization (region, global, businesses)• Strategic thinking and inclusiveness…able to work in an ambiguous environment and able to create a joint vision and motivate the team to get there• Excellent analytical and strategic reasoning skills• Quality or Project Management background. Six Sigma Certification a plus.
