Job Title: Supplier Development & Sourcing Manager - Manufacturing Equipment & Materials

Work Location: Shanghai

Description:

This specific role will be accountable for strategically sourcing of refining/petrochemical capital equipment and materials from Greater China and South East Asia. The range of equipment and materials includes fabricated equipment (heat exchangers, pressure vessels), engineered equipment (pumps, compressors), instrument and electrical (switch-gear, electrical cabinets, lights, junction boxes, instrumentation, wire and cable), and MRO (pipes, flanges, fittings, safety supplies, valves, power transmission, gaskets).

Roles & Responsibilities:

Procurement Delivery:

· Delivering significant year-on-year value delivery/landed cost savings targets for the specified spend sector categories.

· Executing a pipeline of sourcing projects for the specified spend categories where Greater China/ South East Asia has been identified as the potential source of supply. Activities to include support of RFI/RFQ, technical and commercial bid clarification, negotiations, and order commitment.

· Ensuring goods are delivered on time, in full and at the specified quality.

Supply Market:

· Pro-actively identifying and qualifying potential new suppliers within the specified spend sector through leveraging Greater China/ South East Asia supply markets knowledge and intelligence from both external sources and in-country operations within the region.

· Developing relationships with the key strategic suppliers within the specified spend sector categories and managing such suppliers within the performance management framework

Functional Capabilities:

· Serving as the International Procurement team’s regional expert for the specified spend sector categories. Interacting with US/EU category or market sector teams on a regular basis to understand demand and identify potential China sourcing opportunities. Gathering information and data on the market conditions and communicating to US/EU teams

· Establishing strong networks with the relevant in-country procurement leads (i.e. China-based procurement teams outside of the International Procurement Office)

· Acting as the regional champion for the functional expertise and sourcing capabilities development within the specified spend sector categories

· Effectively utilizing available PSCM common Procurement tools and processes

Leadership:

· Contributing to the global spend sectors strategy development by bringing deep Greater China/South East Asia supply market and suppliers expertise to the global sector teams

· Continuously building confidence of the global procurement teams and key business stakeholders that Greater China/ South East Asia can be a key element of the commercially competitive end-to-end global value chain

· Acting as the regional champion within the specified spend sector categories for the operating procedures, ensuring supplier compliance with the company Code Of Conduct and HSSE standards and demonstrating outstanding professional conduct and commitment to company core values

· Strong people management skills including leadership, motivation, coaching.

· Strong engagement skills; good cultural sensitivity. Strong internal and external relationship building skills.

· Excellent communicator with an articulate, personable, professional and persuasive presentation skill.

· Strong organizational skills. Excellent decision-making and problem solving skills.

Education & Experience Requirements:

· Bachelor’s degree or equivalent, master’s degree desirable.

· 8+ years of professional procurement/sourcing and supply chain management experience, preferably within an MNC or an international joint-venture based in China

· Past experience in working with and interacting with international colleagues is required

· Past experience in working within a business environment (i.e. manufacturing plant, chemicals facility, etc) vs. head office is desirable

· Engineering background and major construction projects experience is preferred

Other Requirements:

· Deep understanding of the supply markets relevant to the specified spend sector categories either secured through working in a key company operating within that marketplace or through relevant procurement category expertise

· Established track record of executing world-class procurement processes, developing procurement and negotiating strategies, managing costs based on the TCO (total cost of ownership) or lifecycle costs models, negotiating with 3^rd party suppliers and internal customers, and managing suppliers based on specific performance management objectives

· Strong track record of delivering outstanding commercial results to the business bottom line

· Successful track record of developing and writing supplier contracts and effectively interacting with the Legal professionals

· Demand forecasting and demand planning expertise is recommended, but not essential

· Strong preference for a PRC national committed to building a long-term professional procurement/sourcing career in China

· Internally motivated self-starter

· Strong professional negotiating skills

· High personal integrity and ethical standards

· Fluent in Mandarin

· Good command of the English language is essential. Ability to speak other key languages within the region is an advantage.
