Duties:
1. Manage the Ezhou Plant Maintenance and engineering Organization. Improve operating efficiency, maximize reliability and availability of the plant Implementing the planned maintenance system with lowest cost. Achieve as a minimum budget availability and max. operation efficiency.

2. Assist R&D and product management departments to perform new product introduction, verify trial plan, trial follow-up, and perform some basic research experiments.

3.Make Preventive Maintenance to eliminate the EHS risks (machine guarding, LOTO. SWPs. Noise...) and reduce machine downtime. Develop, introduce and implement safety systems throughout the entire site to achieve nil accidents.

4. Drive EHS Performance for continuous improvements. Training in EHS and equipment as necessary. Participate and drive JSA, PSSA and SOPs for all non-routine work and new process/machine operation as appropriate.

5. Preparation of process flow, function description and preparation and supervision of operation instructions to ensure compliance with factory internal, safety, health and environmental requirements.

6. Check safety equipment and site operation in proper way and frequency (pressure vessel, safety valve, crane, forklifts, welding, safety machine guarding, emergency stops, electrical etc. work permits).

7. Facilitate positive change in the Maintenance organization by pro-actively driving department initiatives. Implement management systems to provide effective control and maintenance of all plant equipment, services, buildings.

8. Review major purchases and capital projects to optimize life cycle costs. Execution of plant capital projects. Get involve new process/ project Early Equipment Management. Maintenance Cost control.

9. Assist in tracking metrics and generating the monthly maintenance plan and records for area of responsibility. Maintain all related documentation related to plant engineering and maintenance.

10. Assist maintenance personnel by troubleshooting and resolving equipment problems and downtime as necessary. Root cause analysis and implementations of action plans.

11. Identify, initiate, coordinate, and manage Productivity improvement, optimization of the internal plant and production processes (from raw materials entering the factory to product delivery) effectively, tracking and improving the efficiency of the plant's operating time equipment (OEE). Reducing production costs, material management and abnormal tracking, improve the timely handling of abnormal conditions such as abnormal delivery and abnormal product quality.

12.Propose and develop engineering solution for continues improvement of plant performances and quality of the products.

• -Critical equipment (CE) identification.
• -Specifying proper operating and design limits for CE.
• -Appropriate design standards and materials of construction are used for CE.
• -CE is properly inspected and maintained according to set schedules.
• -Ensure any modifications on CE follow through the MOC procedure.

13. According to the company's business strategy needs, proceed with machine & process development, introduction, installation, commissioning, maintenance and repair of automation equipment.

14. Ability to keep track of the safety and quality status in the production process at any time, coordinate communication and cooperation between various departments, and solve problems in production in a timely manner; continuous improvement based on internal quality performance, customer complaints and feedback reports and other needs or customer projects GCP's production process, quality, safety, health and environment, products and services. Use root cause analysis tools to assist in handling customer complaints and prevent recurrence.

15. Project management.

• Team up and cooperate with relevant departments to complete the project tasks of the designated project at various stages: management approves the required plan development, preparation work and final authorization. Including project flow chart, pipeline flow chart, equipment layout, regulatory approval and environmental impact assessment, cost analysis, financial analysis, process hazard analysis, project schedule.
• Prepare project information, evaluate according to the project scale, evaluate the value, feasibility and authorization of the project to ensure the approval of the project. Monitor, control and report on the progress of the project implementation process.
• Project outsourcing-preparation work/technical specifications, preliminary drawings, cooperation with the project manager and supply chain, according to project requirements, select the appropriate supplier/contractor for design, procurement, construction, manufacturing, installation and equipment transformation.
• Project execution-work with factories, R&D, products, supply chain and other departments to support project execution and complete the project safely within the plan and budget.
• Organize and lead equipment debugging and system startup. Prepare the completion list and completion time to complete the project. Assist the operation department to determine system performance, formulate SOP and maintenance requirements.
• Drafting, designing, process acceptance, and FAT factory debugging of key equipment/system technical specifications.

16.Evaluate and identify the need for staff developments and provide training to cater for a better team and organization structure. Ensure all subordinates are fully briefed, counseled, trained and developed to meet Department and Group objectives.

17.Ensure optimal staffing, (functionally) lead, coach, appraise and develop M&E employees as appropriate.

Skills and Abilities:

1. Bachelar degree or above in mechanical engineering, electrical engineering, process engineering or chemical engineering, good English reading and writing.
2. 5 - 10 yr in foreign MNC maintenance & engineering management, and some experiences in chemical production performance management and standardization management.
3. Understand the mechanical process, understand the mechanical drawing, familiar with the mechanical manufacturing process; Skilled in troubleshooting and root cause analysis, and solid EHS background in MNC.
4. Familiar with pressure equipment, plastic extruding machine, packaging machine and chemical pump is preferred.
5. Better to have some experience around PLC or DCS controlled environment.
6. Has strong teamwork and construction capabilities.Team player with ownership and self-motivation.
7. Able to adapt to high-intensity work.
8. Proper attitude, serious and aggressive work, strong initiative. Upright character, positive energy. Results and action oriented.
9. Lean/six sigma/5S/TPM/OEE experience is preferred. have a strong hands-on ability.
10. Proficient in using Microsoft Office, Windows applications, Microsoft project, AutoCAD, SAP, etc.
11. Can settle in and around Ezhou.
