General Responsibility

• Applies Purchasing Code of Ethics and General Terms of purchase rules.
• Contract and purchase order execution.
• Vendor management, Vendor Qualification certificates management and sustainable development tracking, conduct monthly/quarterly/annual vendor performance review, perform Vendor annual site audit
• Purchase cost management, ensure timely purchase price review and update, Manage volume allocation among vendors per quarterly performance & price position, Negotiate rework cost, scrap ratio and write off cost when package switch. Manage Supply demand and reduce cost.
• WCR management, JIT management with package vendor, ensure vendor stock available for Total.
• Monthly and quarterly report on purchasing data and contract status.
• Coordinate internal and external audit in China
• SAP Transaction Control, upload purchase price and price variance review in SAP, maintain PO condition cost, ensure to transfer active and accurate BOM to subcontractor.

Specialized Responsibility

1. Package vendor capacity evaluation

• Match vendor production and storage capacity with Total supply demand
• Monitor vendor capacity risk and push vendor for solution

2. Package design and sample validation, including IBC, drum, pail, bottle, cap, capseal, carton, label, pallet etc.

• Validate vendor sample vs marketing design
• Validate vendor batch production vs finalized sample
• Ensure sample testing validation report signed per authorization and file properly in Total
• File new package sample with Total
• Notify W/H new package delivery schedule

3. Package supply optimization & risk management

• Package SKU simplification
• Periodically housekeeping for idle package SKU
• Manage urgent order supply schedule and possible capacity shortage
• Manage daily back up when force majeure happens
• Manage supply risk of single source suppliers
• Prioritize OEM customer when supply is under uncertainty or constrain

4. MOQ control

• On going Review and optimization of MOQ for each package category
• Coordinate with planning on monthly demand ordering to avoid hitting MOQ

5. Trouble shooting

• Ensure vendor on site trouble shooting response within 24 hours
• Ensure trouble shooting efficiency
• Define vendor’s responsibility on quality complain and prepare for cash claim
• Ensure timely and efficient communication among all concerning parties when issue happens
• Document on vendor case book
