Job description for Offsite Quality Engineer.

The below duties are all related to the supervision/monitoring functions required by the Quality Engineer in his day to day duties when overseeing the CFHI Contractors’ personnel.

-              Monitoring and verifying that the Yard contractor is following the approved material        control procedure, including verification of the original material test certificates of all materials and equipment. Report any non-conforming activities.

-              Monitor and ensure that the purchased material’s surface condition is in accordance        with the requirements of the relevant specifications.

-              Review and approve the Yard contractors consumable control procedure.

-              Conducting the inspections and signing off at the Hold and Witness points as        required on the relevant ITP’s, e.g. dimensional checklists, etc.

-              Maintain an NCR register where the issue and the close out of all Non-Conformances       are logged. Provide a weekly report on the status of the NCR’s, relating to the Yard       Contractor’s internal NCR system and NCR’s generated by the Consultant.

-              Issue and maintain Corrective action request register, provide a weekly report.

-              Monitor, assist and verify the progressive compilation of the Final Fabrication hand           over Dossier by the Yard Contractor to KS. Provide a weekly report.

-              Ensure Yard Contractor compliance with the relevant specifications, including but              not limited to the welding precautions taken to prevent lamellar tearing and provide            a weekly surveillance report detailing the fabrication progress.

-              The Quality Engineer shall be responsible for liaising with the Atkins Welding       Engineer regarding Welding procedure and welder approvals.

-              Verify that the correct Welding procedures are being used for the relevant            application.

-              Monitoring and witness the welder qualifications and provide a weekly report on the       Welder Qualification status.

-              Monitoring that all the welders employed on the contract only perform the welding         function that they have been qualified for. This includes thicknesses, diameters,      positions, processes, etc.

-              Verifying CFHI’s report regarding the welding reject rate issued as a % per week and         ensuring that non-conforming welders are retrained or managed in accordance with             the Yard Contractor’s quality procedures.

-              Compile a report as to the type of defects responsible for weld failure – as a         percentage – on a weekly basis. This info is to be used to reduce the weld repair     rate.

-              Verify that the correct welding variables are being employed as per the WPS,       including, bevel configuration, pre-heat, post weld heattreatment and signing off the       relevant graphs and reports.

-              Verifying that the yard contractor conducts the repairs and follow-up NDT as       required by the specification.

-              Verify the compliance with specifications of pre heat and post weld heat treatment          activities. Provide a weekly report.

-              Monitor and verifying the results from the Dimensional Control team relating to                 structural components.

-              Verify and monitor that the relevant structural, piping and equipment items,       including beams, braces, supports, etc. are identified and traceable in accordance                with the yard’s approved procedure.

-              Monitor and ensure that the final as welded surface condition of all fabricated    piping is in accordance with the surface coating requirements of the relevant               specifications for Galvanizing and/or coating.

-              Verifying that the storing and issuing of welding consumables are in accordance with       the approved specifications.

-              Ensure that all NDT procedures are approved by the Atkins Quality Engineer who is           based in Zhuhai.

-              Verifying that the correct % NDT has been performed on all piping, structures and             equipment by a suitably qualified company using qualified personnel as per the relevant specifications. Reviewing the CFHI weekly generated report which indicates              the actual progressive percentage achieved per structure/manufactured                 component/pipe spools.

-              Monitor and Verify the status of calibration on all Calibrated equipment lists and                provide a weekly report.

-              Monitor and verify that the Yard Contractor is adhering to the approved storage,               preservation and maintenance procedure for all equipment.  Report any non-        conforming activities.

-              Monitor, interface, assist and verify the Technical Query list generated by the Yard            Contractor. Ensure that all the drawings are updated and that the as-builts reflect    the actual condition on site and that the relevant TQ’s have been captured on the          as-builts used for final punching on a progressive basis. Provide a weekly report on                 the above mentioned non-conformaties.

-              Conducting the final punch with the Yard Contractor. Ensuring that all outstanding            punch items are closed as required by the allocated Category (A, B, C) for all          equipment, structures and piping. The Yard’s original Punch list verified by      KSBE/Atkins shall be the only punch list generated and included in the final                 documentation.

-              Conducting pre-shipment inspections in order to ensure Yard compliance with KSBE         approved specifications for sea fastening, equipment protection, transport and       preservation.
