Purpose of job: -
In this role, the Assistant Manager, Human Resource Services will manage and implement HR policies, programs and systems which will assist in the execution of the ECT/TSL/DEK/DTG business strategies. Specifically, the Assistant Manager, Human Resource will consult with the division General Manager, the Head of HR DTGS, and facility department managers on workforce planning activities including employee programs, employee relations, staffing, employee retention, employee development, and communication of HR policies and programs and practices. This individual will build strong business relationships with employees and managers that allow the implementation of HR strategies that enable company directors to plan, evaluate, develop and improve their human resource assets so as to optimize their contribution to the company's strategic and operational performance.
Main Responsibilities:
1. As the HR business partner, assist, advice and counsel the TSL Suzhou General Manager and the Head of HR- DTGS on relevant HR matters at the ECT/TSL Suzhou facility.
2. Assist line managers with the recruitment of employees. This may include the co-ordination of advertising activities, interviewing and selection methods and the production of associated contracts of employment/ offers of employment.
3. Development and delivery of all local training related to: policies & procedures, safety, supervision, performance management & appraisal, benefits, and other duties as directed by HR Head or TSL GM.
4. As and when appropriate undertake benchmarking activities, in respect of salary and benefits, using recognised market data. Present aforementioned benchmarking information to the relevant management teams, providing recommendations where appropriate.
5. Manage and administer the Company's employee compensation (salary) and benefit programs.
6. Administration of company policies and procedures.
7. Maintaining accurate governmental records for compliance under all PRC employment laws
8. Development and execution of an effective and proactive plan for employee relations, communications and activities, employee guidance etc.Administers employee performance review program to ensure effectiveness, compliance, and equity within the Company.
9. Administration and control of Worker's compensation issues: corporate reporting of related claims and conducting incident investigations in a timely manner.
10. Provide counsel and guidance to local site management in employee disciplinary actions
11. To lead, organize and build good company culture and a positive image as a "good employer"
12. Attendance in company training events and meetings as required
13. Supervision of necessary support personnel: one HR specialist engaged in Admin. Functions.
Personal Requirements:
1. Bachelor degree level or higher in Human Resources or related business fields.
2. Must possess 3-5 years human resources experience in a manufacturing environment preferably machinery/electronic industry with extensive training and C&B experience.
3. Familiar with PRC labor law and strong skill to handle labor relationship
5. Good communication skills in coordination
6. Proficiency in the English language and writing skill
