District Security Director (Based in Shanghai, China)

Position Summary:

UPS is looking for a District Security Director to develop the District Security business plan and security initiatives. He/She is responsible for security interventions/investigations across all business units within the China district. This position oversees and enforces legal and regulatory security requirements pertaining to airline, cargo and freight shipments within the China district and to international locations. He/She partners with external organizations to enable opportunities for informative communication. He/She reports to the Vice President for Security.

Essential Duties and Responsibilities:

Develops Business Plans and Loss Reduction Strategies Develops business cost and staffing plans to meet key performance indicator (KPI) goals. Develops physical security strategies to support cost plan and district goals. Performs monthly cost and performance reviews to identify variances in the business plan and confirm KPI goals are on plan. Implements application integration strategies for new acquisitions to ensure service offerings are implemented consistently. Partners with strategic customers to identify proactive solutions to reduce churn, increase customer satisfaction, and maintain liability standards.


Monitors District Productivity and Cost Control Reviews KPIs with Delivery Information (DI) management to ensure productivity and timely customer deliveries. Estimates future increases in tracing and claims volume to ensure adequate staffing. Evaluates the effectiveness of current operating applications to determine upgrade or replacement needs. Establishes cross-functional working platforms to allow greater ownership and accountability among country operations. Manages package care initiatives to reduce claim and improve CSI/customer churn. Conducts weekly performance reviews on KPI's (e.g., damages, losses, claims, casualties, driver follow-ups, etc.) to identify most help needed (MHN) sites and high risk customers.


Monitors the International Regulatory Environment Monitors evolving country regulatory standards to evaluate impacts on UPS customers, operational processes and cost structures. Guides site security management through compliance requirements to meet the overall organizational strategy. Ensures compliance with internal aviation security requirements and gateway audit programs. Partners with outside law enforcement and government agencies to build relationships and improve communication and cooperation.


Manages Security Investigation Processes and Findings Examines incident reporting results (e.g., investigations, terminations, etc.) to determine their impact on the company’s business results. Compiles information (e.g., research, interviews, surveillance, etc.) to prepare an accurate and thorough case file. Analyzes investigative techniques used by security personnel to ensure company guidelines and local employment laws are followed. Presents investigation findings to management and government agencies to ensure an appropriate response to the incident.


Leads and Develops Others Manages resources and people processes (e.g., Quality Performance Review [QPR], Career Development, Succession Planning, Salary Administration, Training, Staffing, etc.) to ensure the day to day administration of processes and formal procedures. Identifies individual and team skill gaps and developmental opportunities (e.g., training, special assignments, projects, etc.) to facilitate individual and team development. Ensures that direct and indirect reports have specific, documented career goals and detailed plans for achieving these goals to advance the development of their personal and professional growth. Conducts frequent performance evaluations in a consistent, fair, and objective manner to facilitate open communication and encourage continuous performance improvement. Holds others accountable to established performance levels to achieve individual and group goals and maintain consistent practices across the organization. Resolves individual and group performance issues in accordance with UPS’s policies and procedures in a timely manner to motivate and foster teamwork. Coaches others and provides on-going feedback and support to improve performance as they take on greater responsibilities. Identifies opportunities to involve others in new and challenging work assignments that advance the skills and capabilities of individuals and the organization. Recommends employees for lateral rotations and promotions to provide them with opportunities to develop new skills and take on more responsibility.

Requirements:

  • Bachelor’s Degree in any discipline

  • Solid experience in Corporate Security. Able to interact with the authorities and government agencies; minimum 5 years in Business Security, plus a background in Law Enforcement is critical

  • Holds Certified Protection Professional (CPP) Certification issued by ASIS International is preferable

  • Holds Transported Asset Protection Association (TAPA) Certification or equivalent is a plus

  • Preferably from Logistics & Forwarding. Open to any industry provided with exposure to Supply Chain Security.

  • Familiar in developing KPIs for loss prevention, asset protection, experience in designing asset protection and loss prevention strategies

  • Familiar with the most common security risk mitigation protocol and risk mitigation criteria.

  • Possess Regulatory and Compliance knowledge in China State Post Bureau (SPB), Customs and Aviation Security

  • Agile to assess design new strategy in matter of security and open to innovation thinking

  • Strong investigation & risk management skills

  • Strong work ethic and excellent use of discretion and judgment to influence and negotiate

  • Ability to build strong relationships between businesses and across countries and able to work well with people across all levels.

  • People Leadership Skills including remote team management skills are important at this position as the person will lead an established team based in China.

  • Good English skills (written, verbal, presentation); Fluency in Mandarin strongly preferred

  • Computer literate and have proficiency in Microsoft office suite

  • Comfortable to travel within and outside the China district as and when required

  • Open for relocation opportunities
