Responsibilities:

This position sits at the Level 5 organization reporting to the Regional Logistics Manager. The role carries operational accountabilities covering the safe and efficient operation of the Tianjin third-party distribution center,the short-haul transportation from the existing LOBP and upcoming new LOBP to the distribution center (DC),the primary transportation to other DCs,and secondary transportation to customers. This role also covers all bulk transportation ex-LOBP or 3rd party storage locations to customers. This role is also one of the contract holders of two global strategic logistics contracts.
This role also manages the customs clearance of base oils,additives and finished products from imports. This role’s key interfaces are the Plant Manager,Production Manager,Supply Planning Manager and 3rd Party logistics and customs service providers.

Key accountabilities:
• Act as the head of the logistics team in North China,which includes people working in warehousing,transportation and customs clearance. Lead the team to deliver the agreed priorities of regional logistics and ensure high standard of performance in HSSE,Operational and Financial KPIs.
• Ensure the 3rd party service providers can deliver the planned business demand according to annual plan as well as monthly Sales & Operational Planning process,with agreed costs and timelines.
• Promote proactive HSSE culture in 3rd Party operations using a combination of reactive and proactive KPI measurements,incentive schemes,trainings and audits,to achieve Goal Zero and cultural ladder step-up in line with NEA programs.
• Effectively execute pre-award and post-award contract management plans,participate in tenders to define technical requirements,execute the transition of vendors or business models.
• Operationally manage customs clearance vendors to ensure compliance to local laws and regulations as well as Shell policies,as well as operational performance per contract requirements.
• Lead a team of 6-7 people,motivate,coach and support their development.

• Financial dimensions : 20 mln USD OPEX/year
• Business dimensions : one third-party-managed distribution center of over 30000 pallet space,all primary transport activities between two LOBPs to the DC,all secondary transport activities to customers,bulk and pack. Customs clearance of ports in North China region.

Requirements:

- 5 years+ logistics management experience (experience in warehouse management would be a plus)
- Team leading experience is a must
- External-focused and ability to identify opportunities to improve existing processes/practices.
- Strong stakeholder management skills.
- University graduate
- Good command of English, spoken and written.

Good sense of the logistics market and 3rd party logistics service providers’ operational model is very key to success of this position.

This position is also an HSSE critical position, hence operational experience in managing petrochemical industry would be a plus.
