Responsibilities:

1.HZ JV governance
•Provide advice and support to HZ JV’s operational activities. It includes:
a.Promoting and communicating Group HSSE/SP Control Framework requirements with JV and our partners.
b.Drive the good practice sharing in Process Safety and Asset Integrity by coordinating Shell internal resources.
c.Supporting and advising JVs HSSE MS development and implementation.
d.Supporting the JV to promote HSSE awareness and culture.
e.Share Shell LFI and lessons from incidents in China to HZ JV.
•Provide the necessary assurance of compliance in HZ JV HSSE Management:
a.Ensure NOV data to be reported to the Group;
b.Undertake site visits/inspection and audits to JV’s work sites;
c.Review HZ JV incidents investigation;
•Provide advice and support in HZ JV phase 2 integration in HSSE

2.LNG New Business Development Activities
•Provide advice and support to the Project Development GMs in the new business development activities. Work closely with Project Managers when requested to provide and /or co-ordinate provision of HSSE/SP advice/ support on specific projects including:
a.Preparing terms of reference for the HSSE/SP studies required to ensure that projects meet the required minimum Group HSSE/SP standards.
b.Assessing and selecting external HSSE/SP consultants to carry out the required HSSE/SP studies.
c.Supporting the approval and acceptance of HSSE/SP study reports produced by the external consultants.
d.Communicating Group HSSE/SP culture and values to contractors and JV partners etc and use best endeavours to have these incorporated in project work.
e.Participating,as required,in due diligence covering the HSSE/SP area of a project or target company.

3.Promote HSSE culture and corporate HSSE
f.Develop programmes to promote HSSE visible and felt leadership.
g.Organise HSSE training (incl Life Saving Rules campaign).
h.Facilitate Leadership Site Visits.
i.Promote ACT card reporting in UIB and Gas team.
j.As the HSSE focal point for any office related HSSE matters for the UIB team,including HSSE campaigns and safety day activities.
k.Organise monthly HSSE meeting with UIB&Gas Team Leaders.
l.Liaise with the regional UIA and UIB HSSE team and SCEPCo HSSE on HSSE/SP annual plan implementation.
m.Coordinate HSSE competency assurance process including identification of in-house and/or external HSSE/SP training.

Requirements:

•Minimum 10 years working experience with at least 5 years related to HSSE
•Good knowledge and experience in gas operations and process safety.
•The knowledge of project management skills, and contractor management experience is an advantage.
•Good written and fluent oral English
•Good team player and good communications skills that can engage different stakeholders effectively (both internal and external).
•Knowledge of PRC legislations on HSE as well as knowledge level in some of the following HSE competences - operations and logistics safety, technical and process safety, environmental protection and occupational health. Knowledge of HSSE management systems, HEMP standards and their implementation and practical interpretation / experience would be desirable.
•Enterprise first behaviour and effective interpersonal skills are desirable. Self-starter & self-motivated.
•Good analytical, problem solving, communication, facilitating and presentation skills are essential.
•Work under high pressure without compromising standards and principles.
