Responsibilities:

- Responsible for managing the preparation of project level Capital Cost Estimates.
- Responsible for development & maintenance of Capital Cost estimating systems & methods at the project level.
- Responsible for coordination & delivery of Capital Cost Estimates, across all disciplines of engineering & construction.
- Development of the Cost Breakdown Structure (CBS) in line with Work Breakdown Structure (WBS)
- Development & control of the Capital Cost Estimating Execution plan for the project
- Under PM's guidance, liaise with Engineering, Procurement & Construction at the project level, to expedite inputs into the Capital Cost Estimate (e.g. MTO's, Equipment Lists, Material pricing, specialist construction items)
- Under PM's guidance, liaise with Engineering and Procurement for project level pricing of equipment & materials
- Under PM's guidance, liaise with Construction Management for construction strategy and anticipated productivity levels, plus factors effecting labour unit rates a the project level
- Preparation of detailed Class 1~4 Capital Cost Estimates (ranging from +/- 50 - 10%) based on above inputs.
- Preparation of overall Capital Cost Estimate summaries, project cash-flow projections, risk assessment support & incorporation, detailed estimate reports and basis of estimate write-ups.
- Review & analysis overall Capital Cost Estimate, including risk & contingency analysis.
- Assist PM in the maintenance of the Capital Cost Estimating database according to current market pricing for equipment, material, consumables, labour (including all direct & indirect cost)
- Commercially evaluate quotations & bids from subcontractors during public bidding phase of EPC & EPCM project execution
- Review commercial impact of project change orders or variations from project team or sub-contractors

Requirements:

- Bachelor degree in related engineering
- 5+ years experience as cost estimator in oil&gas/petrochemical /chemical/ pharmaceutical or related industry. Experience previously as site engineer is preferred.
- Be familiar with relevant Chinese and international codes and standards
- Fluent speaking and writing in English
- A team player with strong interpersonal skills
- Be able to work under pressure to meet challenging objectives on Mega-Projects
- Experience in international engineering company is preferred
