Responsibilities:
- Accountable to Contract Manager.
- Assist Contract Manager to develop the annual contracts plan and follow up for tracking, monitoring and revising the plan.
- Develop the contracting strategy for important contracting activities and for implementation.
- Development of potential contractor lists.
- Pre-qualification of potential contractor and service providers.
- Preparation of ITT, contract drafts, and fully involving in bidding process.
- Ensure that contracts are developed and administered in line with relevant laws and regulations as appropriate.
- Incorporate information and requirements provided by legal, tax and insurance experts into contract documents.
- Develop and implement contract and procurement policies and procedures for effective management and control of contracts activities.
- Interface with the contractors and cost control to develop cost effective and fit for purpose tenders, contracts.
- Day to day administration of contracts and review of the contract payment.
- Negotiating any change orders/variations.
- Assessing and recording the performance and competency of each contractor and service provider together with any Lessons Learned.
- Ensuring compliance with Project HSSE and quality policy within areas of influence.
- Maintaining a business ethics policy linked to award of contracts.
- Providing support for upgrading and improving working system and work process.
- Regular filing of working documents for the systematic and traceable filing.
Requirements:
- Excellent planning, organizational, communication and negotiation skills.
- Understanding of laws on contracts and approval process.
- Drive and commitment to deliver.
- Professional Skills.
- Have basic engineering knowledge and methodology.
- Committed and able to work under pressure.
- Good spoken and written Chinese and English capability.
- High level of individual initiative and personal efficiency.
- Excellent team player.
- Ability to interface effectively with people of all levels, both internal and third parties, and with wide ranging cultural backgrounds.
