KEY ACOUNTABILITIES

Safety:

Assure that Safety is always the first and the most important aspect of the Mechanical Completion phase of the Construction Completion process.

Assure that the best Safe working practices are implemented during the critical transition phase from Construction to Pre-commissioning.

Project Development:

Review that the plant subdivision into process and non process systems (during PDP finalization, Phase-4) has been completed and the work related to the achievement of Mechanical Completion is planned on system basis and staged according to the overall commissioning sequence.

Review completion management package if includes tracking and reporting of all pre-commissioning work including all punch listing and preventative maintenance.

Review status of preparation and quality of the pre-commissioning procedures.

Project Value Improvement Practices:

Organize participation in determining of the pre-commissioning work scope at the initial stage of the design in order to the most efficient cleaning methods are adopted for each individual system including design of piping cleaning provisions and positive isolation as required.

Support technical and value assurance review such as Total Quality Management (TQM), Value Assurance Review (VAR), Risk Management, and Value Engineering and make sure that all aspects of the value improvement process are implemented prior to the Mechanical Completion.

Project Execution:

Assure that the Mechanical Completion is achieved sequentially system by system in accordance with the planned sequential commissioning and startup, and that the transition to the systems completion (from area based construction work) commences at about 70% of construction completion.

Assure that equipment and piping erection has been completed across every construction discipline for each individual system. Make sure that required inspections and alignments have been completed to ensure that all plant items are correctly and properly installed, secured and adjusted where necessary to meet the installation specification for each discipline.

Assure that integrity of the plat systems have been proven by testing for continuity, pressure, strength, and quality and basis functionality.

Assure that Pre-commissioning, which involve cleaning of piping and equipment, functional operation checks and testing using non process fluids have been completed.

Assure that the plant systems are of good appearance, clean and free from construction debris.

Assure that plant systems are complete, safe and ready for the commissioning.

Provide assistance and support services to the Plant Owner during Commissioning, Start-up, and Close-out (Phase 7) in order to carry on a continuity of knowledge and experience from Construction and Pre-commissioning.

REQUIREMENTS

University degree in Engineering, desirable if the incumbent has post graduation in Engineering, Construction Management or related fields.

10 years’ experience in the construction of petrochemicals or in an industrial environment

5 years of construction management experience.

Deep knowledge of various kinds of construction disciplines, pre-commissioning, commissioning, and turnover.

Strong in Project Management Skill and has ability to manage in multi project environment

Have knowledge about various standards

Interpersonal skill

Lead multiple teams

Sound quantitative and analytical skills

Sound planning skills

Good communication and presentation skills
