Overall Purpose
? To determine and implement the delivery of Non Technical and professional development (not specific to one business) within a defined geographical Region in accordance with business and functional needs, and aligned to the Regional L&D strategy, with special attention to leadership and management development up to and including grade 4.
General Responsibilities
? To implement and deliver learning and development solutions in support of identified business needs
? To deliver management development initiatives and programmes
? To establish strong relationships with external suppliers and third parties located in area of responsibility, to review and select preferred suppliers for high quality delivery of the required development solutions
? Launch global learning and development initiatives within area of responsibility
? Establish strong relationships with managers and HR Business Partners in their Area to identify training needs and implement appropriate development solutions
Specific Responsibilities
Team Structure
? Line manager is Greater China Area HR Manager with dotted line responsibility to Regional L&D Manager, position operate within Area HR structure
? Coordination and procurement (internally or externally) of assessment and learning events in support of the non-professional development of staff and first line managers (up to and including grade 4)
? Co-operate closely with local HR teams, ensuring they are aware of L&D initiatives and using HR expertise to identify development needs
Development of the workforce
? Deliver / coach non-technical, non-business specific training / development within the region, in line with an implementation plan developed with Regional L&D Manager, business and country managers and local HR Business Partners
? Work with managers and HR Business Partners to identify development needs of their people (LNA / TNA)
Training Plan
? Plans the non-professional training within the Area, to support the manpower plan developed by business and function leaders
? Establish calendar of local development activities in consultation with Country and Business managers, HRBPs and regional L&D Manager
Recruitment
? Ensures all recruiting managers are competent in the recruitment process, system and interviewing methodology
Performance Management
? Ensures delivery of PM training within Area for all managers as required to Group standards; including the requirement for effective performance dialogue
? Assess Performance Development Plans and PPPs ensuring that relevant information is built in to learning and development plans
Development :- Leadership & Management
? Schedules and runs Management development events (such as Managing in LR - Our People) in accordance with business need as required and in alignment with regional L&D Strategy
Organisational Development
? Adjusts existing training content or schedules to accommodate any new skills required as a result of a change in organisation structure or function
? Assist in evaluation of Learning and Development activity ensuring activities are cost effective and provided to required quality standards
Employee Opinion Survey
? Work with Business Managers and HRBPs to follow up development related actions arising from Employee Opinion Survey
L&D projects
? Responsible for development and delivery of ad-hoc L&D projects and deliverables as required and in line with regional L&D Strategy
Person Specification
? Learning and Development professional with experience in implementing L&D initiatives and in delivering management development programmes
? Training Needs Analysis skills, ideally with experience in behavioural development, assessment, evaluation and effective feedback handling
? Excellent communication and influencing skills, with an ability to successfully deliver with and through others
? Ability to work cross functionally, with a sensitivity to cultural dynamics
? Able to build effective relationships with key stakeholders
? Able to build effective relationships with external suppliers
? Ability to objectively evaluate individual and business needs in order to recommend and deliver appropriate development solutions, using a range of methodologies
? Excellent planning and execution capabilities
? Desirable requirement - Qualified or equivalent to BPS (British Psychological Society) Level A & B with experience of using psychometric tools, coupled with good feedback skills
? Confident; influential, credible resource who is able to build strong relationships at all levels; highly visible in their areas and able to gain management confidence in their knowledge and expertise
? An enthusiastic, proactive and committed team player, who is also able to work on own initiative
?
