职位描述
SCOPE OF RESPONSIBILITY:
? To determine the needs requirements and constraints of the Client.
? To represent the Client from inception to completion of the project.
? To manage the pre-design, design, construction and completion stages of the project.
? To represent and promote the company throughout the project.
? To achieve company profit targets set for the project.
? To market the company in its pursuit of project opportunities.
ROLES AND RESPONSIBILITIES:
? Assemble and effectively lead the project team to achieve the best possible performance from all members.
? Provide a clear plan for the project by setting objectives, and by programming, and budgeting to achieve these goals.
? Within each project, establish an effective organisation structure for reporting and responsibility and authority, and to establish working procedures.
? Monitor and report on the programs of the projects to measure the performance compared to programs and budgets, and to take corrective action.
? Monitor and report on the Company resources engaged in the projects, and to allocate these resources to complete the project within the Company budget.
TECHNICAL AND ADMINISTRATIVE SKILLS AND COMPETENCIES:
? Carry out Client basic needs determination, commercial assessments and prepare proposals.
? Prepare design briefs.
? Set up project control groups.
? Engage and manage professional consultants necessary for the design and documentation of the project.
? Review and negotiate project requirements with authorities.
? Carry out value engineering, buildability analysis, and critically review the design and documentation.
? Establish and monitor the project cost plan.
? Programme design to meet overall project objectives.
? Carry out efficient contract administration.
? Produce effective technical reports and regular programme reports.
? Chair meetings as required and produce minutes.
? Implement and appropriate quality control system.
BUSINESS SKILLS AND COMPETANCIES:
? Produce feasibility studies if required.
? Understand the legal environment for each project and its Team.
? Carry out commercial negotiations with contractors, consultants and authorities.
? Contribute to market analysis and the marketing process of the Company.
? Assist with Project identification.
INTERPERSONAL SKILLS:
? Motivate the Project Team members.
? Provide leadership to Team.
? Ensure effective delegation of responsibility and authority.
? Create an environment where all Team members are encouraged to contribute.
? Manage company staff to achieve enthusiastic and effective contribution to the project.
? Assist the General Manager in setting a strategic direction for the division in the local market.
? Other duties as directed.

COMPETENCIES:
Demonstrated achievement of competency at all required levels of Project and Development Management as described in the attached “Project Management Competencies” statement.
Demonstrated willingness and ability to constantly improve existing competencies to achieve the next level requirement as shown on the attached “Project Management Competencies” statement.
Evidence of ability to further progress to Senior Project Manager within a realistic timeframe.
Evidence of emerging strategic and leadership skills and the ability to focus on profit planning whilst maintaining high levels of client satisfaction.
