Position Summary:

Oversees daily import and export operational activities for the Greater China (GC) region: China, Hong Kong and Taiwan. Interprets trade compliance regulations for the region and provides guidance to the business to assure compliance and minimize risk.

Responsibilities:

People

• Direct, coordinate, and implement the work plan for the department; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow, review and evaluate work products, methods, and procedures
• Train, motivate, evaluate and develop personnel
• Review and evaluate staff performance; working with them to develop goals and objectives and holding team accountable for same
• Establish and maintain a working environment conducive to positive morale, quality, creativity and teamwork

Trade Compliance

• Lead the development and implementation of goals, objectives, policies, and priorities for regional compliance activities
• Identify resource needs; recommend and implement policies and procedures
• Interpret Greater China trade compliance regulations and assure compliance
• Support global trade compliance activities and provide assistance/guidance to other departments to assure compliance with appropriate regulations
• Responsible for accurate and timely GC import and export control filings
• Act as Administrator and SME for Illumina’s trade compliance tools
• Provide support and guidance for the correct classification of Illumina products in accordance with the Harmonized Tariff System
• Provide guidance on Country of Origin determination
• Participate in/lead 3rd party service provider reviews and evaluations
• Conduct internal audits to determine import and export compliance and develop corrective actions and support external audit activities as needed
• Responsible for developing and implementing local training: manuals, SOP’s and work instructions to comply with trade requirements
• Support global trade compliance training activities and initiatives
• Work with multiple departments to develop best in class trade compliance practices

Managerial

• Identify areas for process improvements and develop metrics and reports to gauge success
• Ensure compliance with Company and Safety policies and procedures
• Prepare and present reports as directed
• Identify and report to Assoc. Director any import/export violations (or potential violations) and assist/lead investigation, preparing documentation and corrective actions as needed
• Other projects and responsibilities may be added at the company's discretion.

Requirements:

• 8 + years import / export experience with focus on trade compliance, prior disclosures and internal/external audit activities
• 3 + years of leadership experience directing a team or department
• Comprehensive knowledge of GC trade compliance regulations and requirements
• Strong knowledge of US export control regulations
• Comprehensive knowledge and experience with multiple regulatory agencies having jurisdiction over Illumina’s products: CIQ, CFDA, CCC, etc.
• Comprehensive knowledge of Microsoft Windows, Word, Excel and familiarity with Microsoft Access
• Strong knowledge and understanding of Lean Manufacturing and Continuous Improvement principles
• Familiarity and understanding of SAP ERP and Ship ERP
• Familiarity and understanding of trade management tools, SAP GTS preferred
• Proven problem solving and decision making skills
• Previous experience in Life Sciences organization with focus on diagnostics and regulatory clearances a plus
• Ability to communicate clearly and concisely, (oral and written) in both English and Mandarin
• Ability to lead & develop a diverse team in a fast paced environment
• Ability to identify and resolve complex problems that arise in relations to trade compliance activities
• Ability to exercise sound judgement within established guidelines
• Willing to work as necessary to achieve defined goals and objectives
• Willing & able to travel to various Illumina and 3rd party vendor sites, domestically and internationally (10-15%)

Education:

• Bachelor’s Degree in Business, Supply Chain Management or Logistics from an accredited college or university or equivalent work
