Primary Responsibilities:
Lead and deliver on the PC license for the Partner 2 Polycarbonate Plant Project (1.8 Bn $ project), looking into Engineering, Construction and Operations of the Plant.
Supervise and manage the project Execution (from Licensor perspective) during all Project phases.
Coordinate all the related functions to deliver a quality Engineering during the different phases of the Project (BEP & EPC).
Lead the Technology-Operational phase of the Project (From Commissioning to SU).
Lead Licensing engineering team in China to fulfill the License Milestones targets.
Work with sourcing & procurement to select the correct type & model of the equipment based on License design.
Work with project team to make sure the Technology is protected.
Oversees and manages Construction Quality according to Corporate License design.
Lead the interphase between Construction Companies and the operations Team.
Participates in the Engineering selection process together with the Partner 2 Project team.
He reports functionally to the Partner 2 Project Director in Tianjin.
Formally to Corporate GM.
He has an important interaction with the Partner 2 Operations Manager and the Cartagena operations team.
He leads all the Gov′t interactions support required from Corporate side on the aprovals and negotiations in China for the PC project.

Licensing:
- Coordinate with Engineering firms the development and compliance with the License the Engineering during the BEP and EPC.
- Make sure the Project follows Cartagena best practices during Engineering phase.
- Supervise the Quality of the Engineering and Construction (BEP & EPC).
- Bridge with Licensor and Partner 2 for the Engineering phase of the Project.

Gov′t:
- Supports the official permit approvals working with the project team.

Technology:
- He is the leader for the PC Melt License in China and acts as Manager towards Partner 1 and Partner 2.

Technology-Operations:
- He will lead the Technology-Operation activities from Corporate during the Commissioning, Start up and operation for all related License requirements included in the contract.
- He will lead a group of engineers and operators to be responsible for the Transfer to operation of the plant, lead the commissioning, the start up and all the run test for the different products spedcified in the agreement.
- He will be the manager for any support during the operation of the facility once the Plant is up and running.
- He will coordinate the activities with the Cartagena team and Partner 2 for all the Technology-operations activities.
In general, the responsibility will be transition from a Senior Manager role as leader for the License of PC technology in China to a Senior Technology-operation manager role once the Plant is ready for operation.
In addition, this role will take care of the Gov′t relations required to import equipment and any other permit needed during the Project.

Size:
He will have an organization of more than 300 operators and 30 Engineers during the operational phase of the Project.
He will Manage the License team in China.
His interaction will be with contractors,
Community, Technical Organizations, Partner 1, Partner 2 and Gov′t officials.

Experience:
Extensive experience in the Chemical Industry and large experience in
Technology, Project and and or Technology-Operation execution in China.
>15 years experience in Projects & Operation in China.
Large leadership experience by leading other Projects in the chemical Industy.
Familiar with all EHS Corporate requirements, Finance regulations & Project Controls.
