Job Summary

This C&B Specialist position responsible for payroll centralization management for whole China, supports China Benefit programs and payroll system development activities for China all entities. Position requires the incumbent possess a rich knowledge of payroll system, benefit policies and practices in China multi-cities as well as robust process streamline capabilities in order to draw conclusions and propose solutions based on findings from China all sites/plants practice analysis. She or he must have the ability to present data and conclusions in a clear and concise manner to management / approvers. Position will support implementation of China benefit program and C&B system re-design.
This position reports to AP C&B Leader directly. This position is based in Shanghai.

Responsibilities

1. Understands OC’s compensation and benefit philosophy and talent strategies as well as external market trends and best practices of benefits and HR system in China.
2. Supports HR Leaders, business leaders and finance leaders to complete annual budget and people cost projection.
3. Work closely with HR Manager and commercial business leaders on SIP (sales incentive program) design, testing, calculation, audit, communication and payment.
4. Conduct BM China offices monthly payroll operations and complete bank payment, social benefits and income tax return timely and accurately.
5. Coordinate with external vendor to manage and improve China HRMS and ESS system to ensure excellence of HR operations on payroll, leave, social benefits, income tax and cost allocation reports among China all plants and offices.
6. Leverage the China payroll system to develop and maintain an accurate and up-to-date China C&B database system and conduct regular statistic reports to monitor people cost movement among China plants.
7. Supports China HR leaders to adjust and develop effective benefit solutions, policies and programs to attract, motivate and retain top talent.
? Administers and supports the development of China benefit programs – e.g. medical insurance, service award, health check program, housing fund program, welfare allowances, etc, and in line with China Market practices.
? Develops and recommends changes to benefit policies and programs for China.
8. Partners with internal/external resources to update C&B related regulations in China and support China plant HR Leaders to ensure legal compliance of payroll operations and benefit program implementation:
? Supports plant HRs to understand and implement internal SOX PA&EB requirements in China payroll system and improve risk management through streamline payroll process and follow- up on corrective action as needed.
? Consolidate China government regulation updates of each plant site and sharing the risk control points with plant HR to improve the compliance mindset regularly.
? SOX PA and EB cycle owner of China offices and plants.

9. Works with China HR Managers and plant HR leaders to support annual C&B survey process; works with Mercer/HRBS/other China local vendors to participate in external C&B surveys in a timely manner.
10. Conducts China income tax regulation update and support plant HRs to ensure legal compliance:
? Coordinate with external tax vendor to smooth China in-bond expats tax return process and facilitate China site HR to understand and complete monthly expat tax return timely.
? Supports China SAFE filing process on LTI, conduct local executive LTI income tax calculation and facilitate China site HRs to implement the LTI tax return timely.
? Consolidate income tax reports and coordinate with internal/external tax audit to ensure the tax compliance.
11. Supports HR reporting and data analysis.
12. Conducts ad hoc HR projects & tasks in support of China initiatives and improvements based.
13. Supports AP LTI communications and income tax compliance according to country / local regulations.
? Clarifies LTI program to participants, responds to participant and HR inquiries as needed.
? Conducts China SAFE filing updates and coordinates with plant HR Leaders on LTI tax compliance as needed.
Lead on China Payroll centralization as well as payroll system optimization project

Experience / Requirements
Experience:
1. Bachelor’s degree in Business, Computer Science, Accounting or other Math related field of study.
2. 2+ years experience in Compensation & Benefits operations, HRMS background a plus.
3. Fluent in English
4. Computer : MS word, Excel and Powerpoint
5. HR and C&B programs, strategies and practices.
