This position needs to manage TIS metro CBTC projects in China. Lead and manage the Project from Tender phase to Project Closing in compliance with the terms of the Contract until final Customer acceptance.

Network & Links:
External - Customer, Partners,
Internal - Customer director, Platform, Sites, Project Team, Work Package Owners, Sub system Managers, Support Functions.
                       
RESPONSIBILITIES:
? Provide leadership to and manage Project Team, establish effective and efficient Project Team;
? Manage convergence of all Work Packages as an integrated whole to meet the QCD commitments, and ensure successful Project Execution:
o Ensure that QCD commitments exist for all work packages;
o Manage project financial performance no lower than baseline defined in CPR0, particularly on Sales / Cash / Gross Margin;
o Review regularly all work package to identify and solve issue in a timely manner;
o drive and make decision timely to resolve issues and manage conflicts through win-win approach;
o Ensure the interface with relative participation units are properly managed to the project execution as per QCD commitment.
o Identify opportunities with Work Package Owners that will result in improved QCD.
o Identify, resolve and manage impact of all variation orders and internal changes.
? Take overall responsibility for Project Management Processes, particular:
o Manage all Project level Review and Gate Review organisation and Reporting
o Ensure contract deliverables (CDRL) are well management in a timely manner
o Manage all Project Reviews (SPR/RPR/MPR), with submission 2 weeks in advance after the validation by the Project Director.
o Identify and minimize all Risks and maximize Savings with detailed action plan
? Manage customer relationships in order to secure a good position for future business
o Primary contact with Client, Partners and Customer Director for project issues
o by close communication with Client, identify business opportunities through right understanding of client’s additional (beyond the existing project) need/expectation on system evolution, repair/maintenance, new functions, system interoperability etc.
? Contribute positively to Regional Client Strategy Deployment, such as system interoperability study, promotion of maintenance service & spare, new system function etc.
? Ensure the project execution with well integration of company rules about Railway Safety Policy, EHS and compliance of Ethics Code.

SKILLS & EDUCATION
? Bachelor degree in engineering, major in Railway as plus
? Project management knowledge and skill, PMP and/or PRINCE2 certified as plus
? Financial knowledge, trained as non-finance profession.
? Knowledge in Signalling system, knowledge on Rolling Stock system as plus;
? Certified demonstrated project management skill in Railway & Mass-transit Industry;
? Technically able to understand technical specifications / standards / drawings to enable proper decision making for proper project execution;
? 3 year experience as project manager in Railway or Mass-transit Industry with solid reference in china. Responsible of direct interface & relationship with customer and government agency;
? Network and connection to the Railway & Mass-transit Industrial customers as plus;
? Fluent in English & Chinese (French as a plus).
