职位描述:
This position is generally the top human resource position in a small facility. It reports to the facility
manager or a higher- level human resource position in a larger unit.
Under the general guidance of senior Human Resources management work with employees on all payrolls and all shifts
including union-represented employees if applicable.
Provide direction to Facility Management in interpretation and application of employee-related policies, practices and
procedures, as well as international laws if applicable, governmental regulations, and internal investigations in order to
enhance consistency and maintain/improve the work environment of the facility.

Supervise job functions including some or all of the following:
? Recruiting.
? New employee orientation.
? Counseling of all levels of management, salaried & hourly employees.
? Compensation.
? Corporate benefits.
? Payroll.
? Employee issues and problems.
Assist with:
? Performance Management Process.
? Relocations.
? International Service Employee (ISE) issues.
? Labor Relations issues.
? Communication of human resources related material.
? Employee Opinion Survey analysis and communication.
? Annual Succession Planning process.
? Various other human resources related duties.

The position supervises a work unit of staff management, salaried or hourly employees where planning, scheduling,
monitoring and reviewing work of subordinates is required. The position is responsible for all personnel issues and
performance evaluation of subordinates.
Typical internal customers include the employees at all levels in one or more facilities and/or Divisions. The position is
challenged to quickly and correctly identify problems, which may not be obvious. May develop solutions to complex
problems. The incumbent solves problems by determining the best course of action, within departmental guidelines, from
many existing solutions. The jobholder knows in advance the details of what needs to be done to serve customers and the
standard procedures in place to accomplish it. Can change different parts of standard approach to serve customers best
but cannot add or delete procedures without approval. Establishes quality standards consistent with overall quality goals.
Impacts key quality goals including Customer Satisfaction, Continuous Improvement, Timeliness, Accuracy, Efficiency,
Cost Savings, and Process Quality. Position serves as facilitator for the analysis and development of new quality
initiatives in the measure(s) stated.
Limited Travel 5-15% of working time.

BACKGROUND/EXPERIENCE: Typically requires an awareness and expertise in many areas of human resources.
Needs to consider both traditional and non-traditional approaches to human resource management. Typically requires
some experience in labor relations, benefits, compensation, personnel and training with a working knowledge of
operations. The position typically requires a college or university degree or equivalent experience of 4 to 6 years of
practical human resource assignments. Must possess strong human relations and communications skills, along with
organization planning and personal computer proficiency.
