职位描述：
Purpose of the Job
1. Manage operationally Commodity Sourcing in China for both APAC Tenders & Projects and LCC activities.
2. Supplier Management: to identify, select and evaluate new/current suppliers, set up Commodity Strategy based on the needs and supplier capability evaluation. Routine supplier management to identify the risk/weakness of suppliers, secure the supplier development plan to sustain the stable QCD performance of supplier(s)
3. RFQ Management:, Release analyse specifications, select target suppliers, send requests for quotation, technical clarification, negotiate, QCT benchmark, Business Award and finalize contracts then after follow up order execution till Warranty Expiration.
4. Key Commodities: TIS – Electronic Integration (EMS); Electrical Integration (Integrator, Sheet Metal Cubicles); Power Supply and UPS; Trackside Products (Signals, Point Machines, Casting/Fording, Machinings, Sheet Metals); TGS-Power Supply (SCADA, Transformers, PDC).

Responsibility:
In China and in close link with CM and site sourcing team, manage following activities:
1. Scouting New Suppliers + Regional Marketing Investigation.
2. Supplier development: start & raise business with already homologated & identified suppliers
3. Target panel building with Regional Commodity Strategy
4. RFQ Management: from RFQ release to Business Award, Contract Sign, through Project Execution till Warranty Expiration. Ensure the Clause by Clause with technical specification analysis and other requirement at BA stage are clearly stated / agreed and also support Quality SPQD process during Project Execution.
5. Ensure Technical Clarification between Suppliers and Technical Expert during RFQ stage also ensure Product Development Technical Clarification during PO Execution Period.
6. Continuous improvement plan (QCD responsibility on orders placed in China)
7. At tender phase, to make TSP with Central CM/Bidding TPSL for Commodities responsible, follow the same way of working for Project.
8. Coordination with stakeholders such as quality, project team to secure the overall sourcing plan
9. Follow Sourcing standard process with using the relevant methods and tools.

Measurement
Success in the job will be measured through the following criteria:
1. For LCC projects, build up matured supplier panel to ensure good QCT performance so as to reduce the cost for HCC countries with the percentage set up in the Objectives Each Year.
2. For APAC projects, RFQ management should be completed together with Central CM and PrSM/TPSL, ensure project execution till Warranty Expiration.
3. For APAC Tenders, RFQ Management/Quick Costing so as to commit TSP with Central CM/TPSL to ensure local tenders success.

Requirements
1. Strong Technical Background in Electro-Mechanical/Electrical/Electronics, BS degrees as a must, MS degree preferred.
2. 3-5 years sourcing experience in International Sourcing Office, CPM certified preferred, Master the relevant knowledge as Mandatory.
3. Familiar with Quality System, ISO Auditor Certificate preferred.
