POSITION SUMMARY:
Provides visionary leadership and is responsible for the day-to-day operation of the Universal Beijing Resort (UBR) housing program; directs departmental operations; oversees the department budget; sets department goals; coordinates assessment efforts; and establishes learning outcomes and implementation strategies for the department.
During pre-opening planning, this position will be required to interface with a facilities design manager and partner with design institutes to ensure the housing complex is designed to the expectations of Universal Parks and Resorts senior leadership vision. They will be required to review all drawings and ensure team member safety is maintained while developing a comfortable and enjoyable place to live.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
MAJOR RESPONSIBILITIES
Operational Scope:
? Manages the UBR housing and residence life operations; provides fiscal management for department budget; supervises professional and support staff, ensuring efficient operations and programming, and ensures compliance with all relevant policies, procedures, standards, and laws.
? Evaluates and assesses UBR’s housing occupancy, retention, and projection trends; oversees the residential facilities to maintain a safe, secure, and healthy living environment; confirms that all room assignments and billings are completed and communicated to employees.
? Develops and oversees residential community that utilize best practices in employee development and research to create engaging, recreational environments.
? Ensures the security and safety of employees; responsible for crisis and risk management.
? Develop and implement in-staff training and development programs for Resident Assistant (RA) and Apartment Assistant (AA).
? Establish and maintain communication with employees living in the residence apartments through individual outreach and community meetings? serve as a mediator/facilitator when necessary to provide resolutions for interpersonal conflicts between employees.
? Work with RA/AAs to assess employee needs and interests? anticipate and promote educational, cultural, social, recreational, and service programs that are supportive to the residence community.
? Manage operational functions for residence towers such as key distribution and collection, damage assessment, reporting and billing, maintenance requests? serve as facility manager for residence complex including conducting room checks, reporting and following up on housekeeping, maintenance and mover requests.
? Establishes long range planning mechanisms;
? Negotiates financial agreements with outside vendors and related commercial enterprises.
? Is responsible for ensuring employees are adequately trained with proper oversight to ensure that UBR policies and procedures, Beijing laws and regulations are followed, laws and regulations are adhered to.
? Maintain effective working relationships with the City of Beijing, Operations, Food Services, Retail, Technical Services, Security and Health Services Teams.
? Work with RA/AA’s, Counseling Center staff, and Residential Life Management Team to respond to crisis situations in accordance with departmental and institutional emergency procedures? assume “on-call” responsibility for all area residences and apartments on a scheduled basis.
? Performs special projects and other duties as assigned by Vice President of International HR.
During Project Pre-Planning:
? Review all drawing packages on each submittal, provide feedback and guidance to the construction and design teams to ensure the Universal standard and vision is maintained for the housing complex.
? Recruit, select, train resident/apartment assistants and senior resident staff? Provide leadership to staff in setting goals for the year? monitor work performance for accuracy and completeness in accordance with department and company goals and objectives? ensure staff compliance with established Residential Life policies and procedures.
? Establishes long range planning mechanisms; represents the department and establishes a collaborative relationship with other Universal Beijing departments.
? Development of housing Emergency Response plans (ERP) and operational guidelines for the housing complex taking into account Universal Beijing ERP.
? Identify FF&E for all aspects of the housing facility, this includes all recreation, individual room, common areas, etc.
? Development of all housing programming including but not limited to: linen management, common area vending program, transportation scheduling and planning, and others as assigned.
? Attend meetings representing Universal to ensure standards for team member housing are being achieved.
SPECIFIC EDUCATION, KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE:
? Knowledge of employee development (theory and practice)
? Knowledge of residence life operations
? Commitment to supporting the needs of employees
? Experience implementing programs and services geared towards meeting the
needs of employees
? Proven commitment to providing leadership in enhancing an atmosphere of

MINIMUM QUALIFICATIONS
Bachelors degree in administration (Masters degree preferred), educational policy, educational leadership, adult development, counseling, campus management, or a related field.
(10) years of related experience in increasingly advanced supervisory roles in large housing campus and/or housing environments in higher education or large manufacturing.
OPERATING ENVIORNMENT
While performing the duties of this job, the employee is regularly required to stand, walk, talk or hear, frequently required to use hands to finger, handle or feel objects, tools or controls, and occasionally required to sit, climb, balance, stoop, kneel, crouch, crawl, reach with hands and arms, taste or smell. The employee must occasionally lift and/or move up to 5 kg.
The employee is regularly exposed to outdoor weather conditions. The noise level in the work environment is moderate to loud. The position is required to work shift hours, holidays and weekends as dictated by the needs of the operations.
