About the client

Our client is a Wholly Owned Foreign Enterprise with global presence. An opportunity has arisen for HR Manager in China, base in Tianjin plant.

About the role

Job Title: HR Manager
Location: TEDA, Tianjin, China
Reporting Line: Vice President, Human Resources (in HQ) & General Manager (in Tianjin)
Subordinates: 1
Plant Size: 100 staff
Main Responsibilities:
Responsible for the planning, implementation, administration and continuous improvement of all human resource programs and practices, including workforce planning, talent acquisition and development, performance management, compensation and benefits, compliance, training and employee relations.
? To Utilizes broad conceptual judgment, initiative, and ability to deal with complex human and business issues
? Key member of leadership team, with responsibility for leading the HR function and serving as a coach and advisor to the General Manager and to management peers; enables business success by growing the capability of leaders and helping them to develop and effectively deploy employee resources. Partners with other managers in China and the Headquarter organizations to support and drive strategic initiatives.
? Independently or as part of a team identifies and implements business process improvements. Seeks ways to increase the value that the Human resource team brings to the organization. Supports management teams in China and the Headquarter with timely data and efficient processes
? Represents the company and interacts with government agencies and representatives on legal and regulatory matters. Key company liaison to labor union members. Keeps current on legal and regulatory changes and informs the Headquarter and China management of implications of changes. Ensures procedures, policies and employee handbook reflect legal and company practice.
? Collaborates with HR leaders in the Headquarter to adapt Human Resource practices and processes as appropriate for use in Tianjin plant
? Analyzes wage and salary reports and, in alignment with standard practices and as appropriate for the local employment market, develops compensation procedures, solutions and strategies to attract and retain employees. Assesses compensation benchmarking sources to ensure they are representative and appropriate
? Oversees annual performance management cycle, merit increase and variable pay programs to align rewards with company and individual performance, and ensure employees receive the feedback necessary to succeed.
? Review and recommend employment policies that are aligned with the employment market to ensure competitive offerings
? Advises managers regarding utilization of employees and application of company policies in successfully achieving business initiatives while remaining compliant with various federal, provincial, and local laws
? Focus on improvement of recruitment/retention strategy of future and current employees, including identification of talent pools, trends in the industry, onboarding, career pathing and performance management
? Manages resolution of employee concerns
? Consults with managers and advises action in situations of employee misconduct or poor performance. Oversees development and execution of performance improvement plans to achieve either desired state of performance or alternative path
? Manages the recruiting and employment process from budget planning through new hire orientation. Oversees changes in organizational design and restructuring
? Oversees the reporting of key HR metrics; analyzes metrics to develop deeper understanding of state of the business and develop appropriate plans to drive success
? Oversees the analysis, maintenance and communication of records required by law or local governing bodies, or other departments in the organization
? Designs, delivers or arranges for training programs in human resources related areas such as team skills, interviewing, leadership and various management skills

Qualifications & skills required
? Bachelor’s degree in HR Management, Business, or related field; Master’s degree preferred
? Minimum 7 years’ experience in Human Resources; knowledge of all areas of Human Resources; minimum two years’ experience in a leadership role
? Experience working in an international company
? Excellent verbal and written communication skills, including ability to verbally explain and document complex issues in detail, in both English and Mandarin
? Excellent interpersonal skills, adept at conflict resolution, successful at working at all levels of the organization, able to coach at all levels of the organization
? Excellent project management and organizational skills
? Strong knowledge of MS Outlook, Word, Power Point and Excel; Excel skills most critical
? Strong ethics; must have high integrity, respect for others, a positive outlook, and be willing to learn and grow
? Strong drive for results; high degree of business acumen
? Ability to develop, write, and communicate HR policies and procedures
? Ability to develop and utilize HR metrics to support change initiatives and improve organizational performance
? Ability to exercise discretion and independent judgment
? Must be able to occasionally travel to the United States, and willing to have occasional (approximately 2-3 times per month) evening calls with the Headquarter
