Key accountabilities/responsibilities
? Responsible for the development, communication, and maintenance of the corporate standards and procedures for project controls (for global use in GMS). Works with other departments and external organisations to identify and adopt project controls best practices and strives towards continuous improvement in project performance by appropriate communications through the company.
? "Own" the project controls module of the PM Training Program. Whether in house or contracted, ensure quality of the module, continuously upgrading content and delivery to reflect current "best practice".
? Home office based expert and consultant available to GMS and other Sectors (global) to assist with the use of the Corporate standards and procedures for Project Controls.
? Provide project controls follow up (PCQC) and mentoring to major projects teams to ensure use of project controls best practice, accurate cost reporting / forecasting, progress and productivity measurement, change control / management, etc.
? Responsible for developing the work plan and budget for the Project Controls function
? Accountable for building an understanding and acceptance of the Project Management standards and related work processes across multiple organisations
? Responsible for developing and implementing a work process for project cost estimate / schedule quality assurance and endorsement of PIPs for projects >5M£ (global)
? Maintain project cost database and inhouse conceptual estimate capability
? Develop PM Group strategy, plan, and budget for participation in industry organisations for benchmarking project performance, and identifying benefits to be gained by GSK.
? Leads and supervises the HO based team which supports the application and development of the system of project controls
? Monitors the application of project controls on all GMS managed major projects, and on other projects as requested by REDs (> £500M /annum)
? Participates in Independent Project Review and prime contractor selection teams
? Evaluate, recommend selection of, and monitor performance of project controls consultants (contracted resources) used to supplement GSK inhouse capabilities.
? Responsible for leading the development of improved project cost and schedule estimating capabilities within GMS; also for the preparation of performance measures to guide the improvement efforts
? Responsible for recruitment, development, and training of the GSK core project controls internal and contracted staff
? Responsible for the GMS Capital Management process and tools

? Can recognize, analyse and solve problems/ deviations and interface effectively with others to determine action plans
? Has broad knowledge of GSK organisation and is able to work effectively across unit interfaces
? Has broad knowledge of corporate standard procedures and is able to guide others to ensure that methodologies and tools are appropriately utilised
? May initiate and follow up with broad work process improvements
? Display commitment to achieving organisational objectives. looks for ways to improve Project Control procedures and is open to ideas/ concepts provided by others, including benchmarking with other organisations.
? Direct reports: 2-3 GSK staff + 2-4 Contracted
? Functional responsibility for project controls staff on major projects (whether GSK or contractor)
? Indirect influence on total GMS capital program of > £500M
Skills, Knowledge & Qualifications
ESSENTIAL
? Education: Degree in Engineering or related discipline
? Substantial experience and expertise in Projects Controls processes and procedures
? People management and communication skills, including supervision / motivation of others
? Willingness to travel extensively
? Project controls experience on major capital projects, including cost estimating, cost forecasting, change control / management, scheduling, progress measurement.
? >10 years experience in project management.
DESIRED
? At least 15 years experience in Project Controls and 5 years with projects in pharmaceutical or other process industries
? Experience working in an overseas environment and diverse cultures
? Willingness to relocate internationally
? Experience in training, supervising, mentoring staff in growth / development assignments.
? Understanding of project scheduling tools / software.
? Engineering degree.
