Major Accountabilities

1. management of supply of raw materials/intermediates for CHAD *** within time and specifications
2. ensure supplier's quality (including quantities, timeliness), while optimizing overall raw material spend
3. support of CHAD at finding best synthetic route through commercial input
4. process compliance (filing, financial authority, supplier selection, CC5/HSE) for *** purchasing
5. ensure local alignment with global targets
6. Develops and implements sourcing strategies in alignment with global CHAD requirements
7. Build local factors into supply strategies and terms and conditions.
8. Applies the Five Step Strategic Sourcing Process :

-- Process Initiation
-- Situation analysis.
-- Strategy Creation and Approval
-- Strategy Implementation
-- Continuous Improvement.

9. Develops a strong understanding of the markets involved and monitors competitive factors.
10. Develops strong relations with key suppliers and optimizes supplier base as necessary
11. Continuously works on analysis, understanding of the evolution of the market ,suppliers and goods & services and uses the results for the sourcing process.
12. Optimize total cost of ownership and implements purchasing best practice.
13. Uses e-tools (e-sourcing, catalogues, spend maps etc.)and contributes to Purchasing processes improvement.
14. Stimulates teambuilding and team work.
15. Leads negotiations.
16. Manages two-way communication with all people involved.
17. Develops link into project teams where existing..
18. Implements KPIs and follows up on them.
19. Expedites the local supply base.
20. Monitors the performance of the market and provide regular updates to the community.

1. Actively work with internal customers to ensure earliest engagement of suppliers for materials.
2. Develops and implements sourcing strategies for the defined spend area.
3. Works with Site Head, PU Head and Finance officer; and regularly reports on sourcing activities
4. Handles customs relations and procedures
5. Build local factors into supply strategies; terms and conditions.
6. Applies the Five Step Strategic Sourcing Process:

a. Process Initiation
b. Situation analysis.
c. Strategy Creation and Approval
d. Strategy Implementation
e. Continuous Improvement.

7. Develops a strong understanding of the markets involved and monitors competitive factors.
8. Develops strong relations with key suppliers and optimizes supplier base (such as GLOSUD, SUQUOR, CHARDAS) as necessary
9. Engages third party sourcing support, as appropriate.
10. Continuously works on analysis, understanding of the evolution of the market, suppliers and goods & services and uses the results for the sourcing process.
11. Optimize total cost of ownership and implements purchasing best practice.
12. Uses e-tools (e-sourcing, catalogues, spend maps etc.)and contributes to Purchasing processes improvement.
13. Ensures full implementation of category sourcing strategy for sub category in SAP and BASWARE systems where relevant.
14. Stimulates teambuilding and team work.
15. Leads negotiations.
16. Manages two-way communication with all people involved.
17. Maintains team progress and performance plan.
18. Develops link into project teams where existing.
19. Eliminates maverick spend in area of responsibility.
20. Expedites the local supply base.
21. Monitors the performance of the market and provide regular updates to the community.
22. Assist in supplier qualifications
23. Complies with *** Code of Ethics, Code of Conduct, CC5, Global *** Purchasing Policies & procedures and NFCM.
24. Supervises the work of the other buyers (mainly indirect buyers) within the department and Purchasing Administrator in achieving set KPIs or highest service level.


Education ( minimum/desirable):

Chemical University Education with bachelor degree.
Professional Sourcing certification

Languages:

Native Chinese & English are essential

Experience:

* About 10 years working experience in purchasing / sourcing / exporting business
* Has a strong network of suppliers for chemicals both locally and abroad
* Experienced in SAP
*Has a network of general goods suppliers
*Basic knowledge of chemistry
