Role Synopsis

The job scope of the post holder will include

Managing all QA/QC and Laboratory related activities for the Industrial Lubes & Services Plant in Taicang in accordance with BP standards and policies.

Effective management of the QA/QC system, procedures, and activities with particular focus on developing and maintaining plant formulations, QC specifications, and the quality assurance system.

Accountable for ensuring total integration with the Streamline/Fusion system with plant operations and for advising Technology to correct problems as identified outside QA/QC scope.

Improving overall plant blending operations in order to achieve stellar right first time blends (98-100%), minimize waste, and adjust off-spec batches to bring them into compliance.

Establishment and compliance with ISO standards for the plant and for the laboratory

Recruitment and management of the QA/QC team, and the implementation and maintenance of the relevant processes and procedures

Accountable for achieving all plant product and raw material quality and quantity specifications

Achieving top class HSSE performance including achieving BP’s expectations of no accidents, no harm to people, and no damage to the environment.

Take a proactive role in ensuring HSSE compliance and making HSSE consciousness a natural behavior and attitude of the employees at the plant.

Ensure that all lab activities are in compliance with BP HSSE policy and responsible and accountable for lab safety.

Seeking support and consulting with the National Technology Manager and Product Development & Lab Manager in support of achieving the above scope.

Key Accountabilities

The job holder will be responsible for managing the QC lab, the plant formulation, the quality assurance system as well as the QA/QC procedures and specifications for raw mats and finished products. Manage a team of chemists/ technicians to carry out the day-to-day QC/QA activities and to maintain the quality assurance system of the plan.

Manage all QA/QC and Laboratory activities to ensure that the plant production process is in line with the internal and external HSSE, quality standards, and the Streamline/Fusion process;

Develop plant formulations based on Master formulations and to modify plant formulations in order to improve FTPR;

Establish proper laboratory processes and procedures with associated lab manual and assurance process to verify robustness;

Evaluate raw material Certificates of Analysis(CoA) to ensure incoming raw materials conform to the required specifications;

Evaluate the quality of bulk raw materials and adjust plant BOMs and possibly formulations for variable specifications of raw materials as described in Fusion such as making adjustments for viscosity variations;

Ensure all packages are filled to the quantity required by Chinese law;

Undertake all quality control testing on finished products and ensure compliance;

Evaluate out-of-specification products and to advise production team to carry out re-work on a production scale;

Evaluate products in quarantine and to give recommendation to work-off such products;

Undertake the necessary raw materials testing where required, to ensure compliance;

Set up system and procedures in order to obtain ISO 9000, ISO 14001, OHSAS 18001, and potentially specific laboratory certification;

Manage the calibration of QC testing equipment as per the requirement of QA management system;

Assist in the inspection and maintenance of the general laboratory equipment;

Provide small samples of finished products and raw materials as required by the business;

Collate, evaluate and present test results and to prepare relevant reports for the technical team, including the statistic of the First Time Pass Rate (FTPR) of the plant;

Set up and maintain the laboratory testing procedures manual;

Develop and maintain a good understanding on the relevant national, industrial and internal laboratory techniques, policies and procedures.

Actively support and work together with the other functions in ensuring stable and reliable operation at the plant on a continuous basis

Ensure that the QA/QC and Laboratory Team operates in a safe, efficient and tidy manner according to the BP HSSE guidelines and requirements, and to ensure that all the relevant procedures and other requirements are established and adhered to.

Constructively support the long term operation of the plant as required

Perform root cause analysis for quality or quantity issues, identify causes of out-of-specification products, and make recommendations for solving the issue.

Produce reports of all activities described above.

Authority to ensure that any other departments or individuals working in the Laboratory achieve HSSE compliance and have a clear set of defined Standard Operating Procedures and roles & accountabilities before actual work commences.

Essential Education

A chemistry or related degree.

Essential Experience and Job Requirements

Minimum 5 years of experience in QA/QC and laboratory function or related operation at chemical and/or lubricant blending plants, with demonstrated skill in managing people and handling HSSE issues, preferably in China. Experience in leading various multi-disciplined task forces for special studies, projects and production e.g. government permits on QA/QC and Laboratory for commissioning and operation, authorities annual audits/checks, BP required audits/reviews;

Strong skills in problem solving and networking especially in interfacing with other functions that might have conflicting needs;

 Fluent Chinese and English.

 Good PC skills for Microsoft Office Word & Excel.

 Self-motivated, willing to learn and take into account different practices;

Desirable Criteria and Qualifications

Background, and experience in environmental issues. Track record in driving HSSE will be a clear advantage.

Current product knowledge – understanding current product range, application, market positions, competitive offers and where products are used geographically –basic application;

Formulation chemistry – understanding properties, combinations and synergies of additives, in preferably more than one of the following areas: cutting and grinding, cleaners, rust preventives, deformation, industrial lubricants and greases – skillful application;

Experimental and development work – design and construct experiment and operate the relevant equipment as required – skillful application;

Evaluation of lubricant performance – understanding and selecting the appropriate tests to assess products – skillful application

General laboratory techniques and practices – skillful application;

Information science – familiarity with external/internal sources; ability to share, collate, review and summarize information – skillful application.
