Job Summary:

Plan, oversee, and enforce facility responsibilities in health and safety (H&S) at Lydall sites in Taicang, China. Comply with federal and local regulations paying attention to human dynamics for injury prevention and health. Integrate H&S into daily facility operations, and support corporate programs. Promote a proactive safety culture. Interact with the insurance company to assure a good relationship. Understand regulatory compliance, assess risks in operations, and promote safety programs.

Anticipate and plan for environmental regulatory changes. Communicate potential risks to plant management and the Director of EHS.


Duties and Responsibilities:

Facility Safety Management: Advise plant management in addressing safety issues and regulatory compliance. Maintain required documentation and record keeping. Keep current through training, publications, and established programs to encourage compliance, a healthful environment, safety audits, and risk assessment.

1. EHS Guidance Manual: Compile and maintain site-specific EHS policies and procedures. Support and implement EH&S programs as they relate to site chemical and equipment and environmental risks.
2. Risk Management: Advise management in health, safety, fire, environmental and other applicable EHS standards. Assist in responding to regulatory inspections, agency requests, and insurers on EH&S matters. Follow approved procedures and action.
3. ISO 14001 System set up
4. Communication: Make corporate aware of regulatory matters that arise. Promote site environmental, health and safety, and address new developments for improvement.
5. Industrial Hygiene: Evaluate activities that affect operator safety and hygiene. Communicate risks to management and develop a plan for risk reduction or elimination.
6. Training: Provide for required training. Prepare and/or deliver site-specific operator training in required regulatory topics, and best management practices including but not limited to the following:

· HazCom/GHS· Evacuation
· Bloodborne Pathogens· Emergency Action Plan
· Fire Extinguishers· Hearing Conservation
· Confined Spaces· Hazardous Waste
· Power Presses· Lockout/Tagout


7. Facility Evaluations: Participate in surveys for EH&S performance through periodic audits to set goals and summarize results for recommended action. Understand the safety function and administer emergency action plans. Arrange employee and supervisory training, and utilize IH lab sampling equipment for noise surveys and air sampling.

7. Safety and Environmental Audits: Participate in site audits and review sample results in order to support management in their resolution. Promote speedy resolution to unacceptable findings.

8. Risk Management: Maintain contact with insurance company to evaluate their recommendations to improve plant facilities and property protection. Initiate correspondence where irregularities require a response and minimize liabilities. Meet with agencies where advisable or where their actions might affect facility operations. Publish Regulatory Alerts (“RegAlert”) on violations or new standards to promote corporate efforts in compliance with applicable regulations

10. Safety Committee: Establish safety committees in each plant and lead their meetings to assure responsive action to EHS matters.
11. Must be knowledgeable in the effective use of Lean Six Sigma (LSS) tools and concepts to assist in process improvements, both within Lydall, and externally at our customers/suppliers. Serve as an active participant in LSS programs that promote continuous improvement.
12. Will actively engage in Lean Management by encouraging, teaching, participating in, and supporting the Lean Six Sigma culture and tools.
13. Must adhere to all company policies and safety rules.
14. Must be able to work extended hours when required.

Education, Experience, Skills and Abilities Required for Consideration as a Candidate:
(If a degree is required it must be from an accredited institution)

· Five years experience in a plant safety and environmental curriculum.
· Ability to direct activities that result in a safe workplace.
· Five years working with EHS regulations and issues.
· Experience with ISO 14001 practices
· College graduation certification in Engineering or related EHS field
· Three years experience providing safety training to employees
· Effective presentation and communication skills
· Strong knowledge of MS Office Products
· Bi-lingual (English/Mandarin)
