Job Description and QualificationsPOSITION SUMMARY


This position is primarily responsible for all sourcing and execution activities in Asia region for project logistics including 3rd Party Transportation, Warehousing and Freight Forwarding service in support of AP Asia GEO product development, project bidding activity and project execution. Particularly this position will focus on oversized cargo transport and international transport.

The incumbent is charged with developing, negotiating, implementing and maintaining competitively advantageous supply arrangements as the regional sourcing function specialist. The incumbent is required to have intimate knowledge of the Asia supply marketplace and be able to provide supporting new business initiatives and start up of non-traditional and low-cost country sourcing. This position plays a critical supplier relationship management role to ensure alignment with business strategies and compliance with all regulations. The position shall look for any opportunities on reduction of logistic costs, improvement of logistic service quality, optimization of logistic network and enhancement of logistic operation efficiency by means of contracting with competitive market resources, bringing in new logistics technology and adopting optimum operation models.



PRINCIPAL ACCOUNTABILITIES

This position will interface very closely with the engineering group and purchasing. The incumbent will have direct responsibility for coordination and arrangement of international transportation and local transportation supporting project execution. Specifically this position is responsible for:

? Monitor, communicate, and respond to changing market conditions and business drivers on a regional/global basis to maximize leverage and minimize risk of supply disruptions.
? Analyze internal and external logistics data and detect logistics sourcing improvement opportunities by simulation, deduction, programming solver, and other analysis tools and methods.
? Manage supplier performance through performance metrics and structured service level reviews; maintain good relationship with key incumbent/potential suppliers.
? Ensure that Air Products logistics suppliers comply with the necessary international and domestic regulatory requirements around safety, transport, importing and exporting.
? Searching for, evaluating and selecting freight forwarders and carriers based on Air Products requirements, and projects/project development requirements in regional market.
? Developing project transportation strategies for specific projects.
? Coordinating with purchasing to define INCOTERMS for certain type of purchases or a specific Purchase Order.
? Arranging the pickup/transportation/shipment by ocean or by air or by truck for purchases with terms FOB, FCA, FAS, or EXW.
? Tracking shipments, and communicating with purchasing and project as appropriate.
? Coordinating with project and/or construction on matters related goods receiving and inspection.
? Benchmarking leading competitors to refine the best practices in logistics processes.
? Setting up a measurement system to measure the freight forwarders and carriers performance.
? Understanding the logistics market, negotiating to get the competitive price and the best services, and reviewing carrier performance periodically.
? Providing transportation cost estimates and transportation plans to project development.
? Coordinating route survey that provide accurate road limitation information and suggestions to project/design engineers. This is applied to oversized cargo transports (normally columns, cold boxes, large tanks and vessels).
? Maintain documents related to the transportation, and maintain a computer database.
? Providing transportation statistics and analysis reports for better management of transportation costs and service.
? Providing transportation knowledge and experience and as applicable training to other team members.


JOB REQUIREMENTS

? The candidate must possess strong business acumen, inter-personal skills, and analytical skills.
? The incumbent must be fluent in English. The incumbent must be a self-starter who can identify and self-initiate projects and then work with others to complete those projects. The individual must not be reluctant to express themselves or to provide differing views than individuals senior to them;
? The individual must have a strong understanding of work processes and be willing to drive the use of consistent work practices. The individual must have excellent interpersonal skills and the ability to gain support and obtain cooperation through influencing. The individual must be able to facilitate the alignment of logistics processes within the extended team.
? Bachelor degree in technical or engineering
? Minimum 5 years work experience with project transportation/forwarding
? Understanding on international trade, incoterms, international transportation
? Experience with project transportation is preferred
? Good English skill, written and oral
? Good communication, cooperation and presentation skills
