厂建项目报建专员 Plant Construction Application Specialist

职位描述/Position Description：

依据公司基建工程规划和部门工作安排，根据国家和当地主管部门的法律法规要求，负责基建项目从申报立项、申请用地到办理房地产证过程中所有报批报建方面工作的具体实施，灵活理解和运用国家及地方的相关规定和相关规范，争取优惠政策、降低项目建设成本；通过与政府审批部门的沟通协调，建立良好的政府关系，满足工程进度和质量的要求。

In charge of implement applying construction aspects during the project declaring, establishing ,land use declare to real estate certificates according to the construction work and department work arrangement, on base of law and requirement of state and local government, Striving for preferential policy, reduce cost; built good relationship with government to satisfy the engineering process and quality requirements.

主要职责/ Major Responsibilities：

l 负责项目前期准备，组织项目立项、选址、环评、水土保持、安评等工作的实施；

Responsible for implementation of project preparation, organization, location, EIA, water and soil conservation, safety assessment;

l 负责项目建设前期准备，组织项目方案设计、初步设计、施工图设计，完成施工图审查工作；

Responsible for project construction preparation, project design, preliminary design and construction drawing design, complete documentation review;

l 负责项目报批报建，办理规土委、人防、消防、水务、环保、建设、供电等行政主管部门的行政审批工作；

Responsible for construction project approval, deal with planning, land and resource, civil air defence, fire control, water supply, environmental protection, construction, power supply and other administrative ‘s examination and approval work;

l 负责项目建设期相关工作，组织工程预算编制、招投标、施工许可办理、工程决算与审计、中间阶段验收等的工作

Responsible for the related work of project construction, organize engineering budgeting, bidding, dealing with construction permits, final accounts and audit of the project, acceptance of intermediate stage

l 负责项目建设收尾工作，办理竣工验收、建设工程档案移交、竣工决算、房地产证等工作；

Responsible for dealing with the completion acceptance, construction project files tranfer, the final accounts of the completed project, real estate certificate, etc;

l 负责对外关系的建立与维系工作。

Responsible for built and keep up the external relations

l 完成领导交办的其他工作。

Finish other tasks given by direct boss.

任职条件/Qualifications：

l 工程、土建等相关专业本科毕业，有3年以上相关工作经验；

Engineering, civil construction and related bachelor degree, have related work experience over 3 years;

l 熟悉项目报批的政策法规与审批程序,具有单位工程项目管理能力；

Familiar with approval procedures, policies and regulations; has engineering project management ability;

l 熟悉深圳市报建报批政策优先考虑；

Familiar with Shenzhen construction and approval policy is preferred

l 有项目前期工作经验、旧改经验者优先考虑；

Pre-project work and project renewal experience is preferred;

l 具有良好职业道德、组织、管理沟通协调能力和团结协作精神。

Good professional ethics, organization, management and communication skill and teamwork spirit.

l 分析能力、逻辑思维能力强、有较强的组织协调、沟通能力。

Good analysis and logical thinking, good coordination and communication ability
