Primary Purpose of Job (Job Summary) 主要工作目标（岗位简介）
The black utility engineer provides technical leadership and accountability for plumbing/steam/AC chilled and hot water/compressed air and other black utility systems in the delivery of capital projects.
该公用能源工程师对楼宇项目最终移交的给排水/蒸汽/空调冷热水/压缩空气及其他公用能源系统负责并提供领导性的技术支持。

Principle Roles & Responsibilities / Accountabilities 主要职责/责任

This position will focus on the execution of projects from design phases through construction, commissioning and qualification as required. The black utility engineer will be accountable for:

?Supervise, review, and challenge the design consultant or LDI to accomplish design documents fulfilling user requirement, GB code and technical regulations in CD/BD/DD phases.
监督，检查，审核设计咨询公司或本地设计院在概念设计/初步设计/深化设计阶段按照用户要求/国标/技术规则完成设计工作。
?Technical support on option analysis, solution approaching, equipment selections, specification drafting and engineering document development.
对方案分析/解决疑难/设备选择/技术规范编制及工程文件扩展提供技术支持。
?Provide necessary support for permitting process or authorization needs.
向政府审批工作流程/需求提供必要的协助。
?Review and approve constructability report, method statement, sample submission, shop drawing, commissioning plan and etc. to meet both quality and schedule requirement.
检查和批准可建设报告，施工方案，样品提交，加工图，调试计划，等等，以同时满足质量和工期的要求。
?On-site construction quality supervising.
现场施工质量监督。
?Technical support and guidance on system commissioning and problem solving.
对系统调试和问题解决提供技术支持和指导。
?Carry out project delivery including system acceptance testing with alignment with end user and facility user.
同最终用户和设施用户协调，落实系统验收和移交。
?Support systems qualification according to cGMP/cGLP requirements.
根据中国GMP或GLP要求支持系统验证工作。
The black utility engineer is expected to be an effective communicator of ideas, project goals and results. With minimal supervision, is expected to make presentations and updates to linear management.
该公用能源工程师应积极有效地沟通想法、项目目标和结果。在最少监督的情况下，主动向上级管理层进行工作和情况汇报。

Qualification and Experience 能力与经验
Education/Qualifications教育程度/所获资格证书
Bachelor degree in plumbing, thermal energy or HVAC major. With at least 7 years’ working experience in industry area covering design, construction, quality control, or commissioning activities in black utility discipline after receiving bachelor’s degree.
给排水，热能动力或暖通专业学士学位。在获得学士学位后，具有至少7年及以上从事工业工程的经验，包括公用能源系统的设计，施工，质量控制或调试等内容。
Job Required Competencies岗位所需胜任力
At least 3 years’ design experience of plumbing, steam and compressed air systems in industry projects is essential.
必须具有至少3年在工业项目中给排水，蒸汽和压缩空气系统的设计经验。
At least 3 years’ working experience as plumbing or black utility engineer in the pharmaceutical/laboratory/food industry projects.
具有至少3年在制药/实验室或食品工程项目中给排水或公用能源专业工程师的经验。
Working experience of supervising and managing design and construction contractors.
具有监督/管理设计和施工包商的工作经验。
Must be familiar with GB Code and relevant authority regulations.
必须熟知相关国家标准以及部门规范。
Knowledge of how to comply with cGMP/GLP requirements in black utility area.
了解公用能源专业如何满足cGMP/GLP要求。
Must have demonstrated ability to solve certain technical problems and ability to work independently.

Experience in equipment commissioning programs is required.

Must have excellent organizational, communication, personal work management and writing skills.

Knowledge of overall process of project execution and how to support permitting/authorization needs.
