PURPOSE:
To understand volume and drivers for subcontracting within global manufacturing sites, uncover opportunities for make or buy, in-house subcontracting, consolidating suppliers, price negotiations and ensuring compliance.

To standardize processes used for subcontracting; development and management of supply chain relationships, and drive further site cost reductions across the Flextronics portfolio through Supply Chain consolidation and development of alternative strategies.


PRINCIPLE ACCOUNTABILITIES / DUTIES:
Understanding volume and drivers for subcontracting (Pareto approach, Top 30). Drive research of alternatives for subcontracting (in-house, build Capability, Build capacity, ROI and project definition) to create cost reduction opportunities. Initiate regional / global CR projects, standardize specs and consolidate spend
Drive Standardization of Subcontracting Processes globally. Drive standardization of Subcontractor KPI, Benchmarking etc.
Sourcing, Auditing and Price Negotiation with subcontractors Support contracting and bidding, urgent shipping issues, internal audit requests.
The WW Subcontracting Lead should be the main point of contact with full knowledge of the discounts, pay terms and contract issues negotiated with subcontractors. He/she also should consolidate KPI performance of our major subcontractors.
Support PR and RFQ activity in the region
Support Global PSL Management for subcontractors; Responsible for approving all subcontractors VMFs in their respective region
WW Subcontracting Lead should directly liaison with Director/Sr. Director from the local manufacturing organization. Facilitate periodic meetings with site GMs, Materials directors and Manufacturing directors to present subcontracting performance.
The WW Subcontracting Lead should be trained in the content of global agreements to help translate to the regional sites the specifics of the contracts with subcontractors. The WW Subcontracting Lead should coach and train the local staff on contracts in place with suppliers
Ensure subcontracting activities teams are in compliance with company procurement policy and guidelines

Work closely with regional leadership and with site NPP (non-production procurement)/MRO (maintenance repair and operations) teams to develop strategies that will drive synergies savings across the sites


REQUIRED Basic Qualifications (must have skills):

- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
- Excellent verbal/written communication skills and possess a “can-do” with quality first attitude and take “ownership” over non-production materials planning initiatives.
- Computer and software skills such as Microsoft Office (Word, Excel, Outlook),
- Minimum 5 years Buyer/Commodity Mgmt experience in materials and manufacturing.
