职位描述
Procurement – Strategic Procurement PP and PE in Great China:
- Is responsible for implementing actions to achieve targets of the SBU-DT and Group Executives
- Is responsible for implementing actions to achieve targets for PP and PE in Great China
- Analyze procurement markets, recognizes trends and evaluates opportunities and risks
- Observe development of new vendors, technologies and purchasing strategies of HOE competitors
- Is responsible for buying products in Great China for European / Canadian plants of HOE
- Is responsible for the preparation of commodity strategies and MRP (mid-range) / LRP (long-range)
planning for Great China
- Is responsible for initiating and tracking of VA/VE processes and implementing new ideas
- Is responsible for the integration of suppliers in the supply chain and categorizes the business
relationship with each supplier
- Is responsible for identifying if the relationship is threatened and executes proactive risk management
on the suppliers
- Is responsible to report key figures and reports to superior (eg responsible that the PP and PE figures
are correct in the monthly report and if deviations to budget need to be explained)
- Is the local support for the global material group manager to reach the set targets in Great China
- Is responsible for supplier selection on project basis and to ensure the decision goes in-line with global
procurement strategy
- Is responsible for all procurement relevant procedures / issues in its area of responsibility:
* Bring new supplier into portfolio (supplier panel)
* Supplier selection
* Supplier rating and development together with SQA
* Negotiation with suppliers (terms and conditions, pricing, contracts, ...)
* Contract Review
* Make sure that all data of suppliers is actual (database, etc.)
* Claim management
* Ensure capacity at suppliers and keep capacity plan
- Takes over the monitoring / supervision of specified program purchasing
- Takes care that strategic frames for procurement in Great China will be clear communicated to the
operative Buyers
- Supports the “operational buying units” with expertise and purchasing market knowledge
- Must be involved in any strategic discussion with suppliers / strategic suppliers / business partners
of the local purchasing organization.
Personnel Management (if applicable):
- Collaborate in HR / head count planning to achieve the set company goals
- Sets targets and continuously does reviews with its employees
- Is responsible for the justification of salary level and its adjustment
- Is responsible for employee selection in respect to qualification
- Is responsible to motivate and keeping its employees on-board
Interfaces:
- Supports other involved departments as "purchasing service provider"
- Supports optimization/processes which bring value added to HOERBIGER
General:
- the job-holder will be kept in information loop about suppliers and towards suppliers by purchasing
teams (e.g. HDC Purchasing department), etc.
- Participates in qualification improvement programs, trainings and procurement conferences
- Is willing to travel in Asia and to European Headquarter
- Supports and implements standards of and for procurement organization in Great China (all Segments)
- Supports cross functional working groups to reach the set targets of the board
- takes over other tasks assigned by his/her superior
