职位描述
Position title: 1. HR Manager
Reporting to:Country Manager ( Hierarchically )/ Regional HR Manager ( Functionally )
Functional Reports:Local HR functions
Geographic Location:Dongguan
Accountability and Objectives
? Assure the personnel administration, forecast and cost, managing and controlling departmental expenditure according with agreed budgets
? Establish and maintain appropriate systems for measuring necessary aspects of HR development
? Is responsible for the fully implementation and maintenance of the bonus system in his Country/Company
? Hire, train and retain high quality people managing people requirements in terms of career paths, international staffing and salary
? Develop good relations with local trade unions/works council representatives
? Is in charge of enhancing internal communication and launching all needed initiatives aimed at improving people motivation and retaining
Key Responsibilities
? Manage bargaining with Workers Councils and Unions
- Define and sign agreements after advice and approval from / Regional HR Manager
? Propose to Regional HR Manager a yearly plan for trainings for all employees
- Propose trainings in order to improve local skills and to solve top management lack in pre defined areas
? Directly manage local trainings
? Manage selection processes for all employees excluding GMs and direct reports to GMs according with Group guidelines
? Implement Group guidelines for career development
? Propose to Group HR Manager and Regional HR Managers moving of employees within or outside the Region
? Indicate to Group HR Manager & Regional HR Manager all local open positions for white collars
? Proactively propose new organizational solutions to Group and Regional HR Manager
? Implement approved re-organizational projects
? Propose recruiting plans, personnel and training budgets to Country Mgr and Group HR Manager & Regional HR Manager
? Locally implement the incentive system, managing and distributing the balance score cards, and involving the CFO to gather all necessary data
? Monitor labor expenses
? Establish and maintain operational budgets for his team personnel and equipment
? Is responsible for the resources assigned to his department, ensuring the correct application of tools and policies on training, career path and evaluations and inputs to compensation systems
