该制药集团投资60亿在张江软件园附近建造集团社区中心,涵盖了办公楼、餐饮及健身娱乐中心、亲子乐园等设施。

Position Goals
This person is responsible for service delivery in respective buildings in Shanghai campus. Key measures include but not limited to
Provide superior customer service, meet customer satisfaction target
Service delivery and governance, and contractor or service provider management and ensure service providers meet their contractual obligations
New Campus Test & Commissioning and start up
Continuous improvements

Roles & Responsibilities
Operation & Maintenance
Lead and be responsible for site facilities operation SOP (Standard Operation Procedure) development, make sure the process robust enough and strict execution to drive facilities operation excellence.
Develop and execute PM (Preventive maintenance), CM (Corrective Maintenance Plan) and PDM (Predictable Maintenance) Plan to ensure facilities functionalities and reliability to meet uptime and end users requirement.
Manage facility engineering work order closure in time and ensure the work order service to achieve requestor’s satisfaction level.
Support CMMS system setup and routine operation management to improve facilities productivity.
Manage facility capacity against facility system loading, build up effective tool to monitor facility system loading , and provide compelling propose and plan to upgrade system to support company biz growth.
Vendor Management
Be accountable for service delivery from service provider and governance the quality under the territories
Constructive input on SOW, KPI and SLA proposed by third party and recommend best practice to balance life cycle cost and the service level from onsite situation.
Feedback vendor’s performance objectively for regular vendor performance evaluation, ensure the vendor meets its contractual obligations and KPIs
Planning, directing, and monitoring the performance of operations and maintenance personnel.
Manage service provider operation & maintenance work processes solid and effective enough; ensure the work is being performed with defined guideline, process and procedure.
Ensuring that contract requirements have been executed at a level above the stated standards.
Construction Interface
Build up good communication and net working with construction team and stakeholders.
Join regular inspection for new campus construction, and report out any defection or quality issue though appropriate way.
Review and Comment Test & commissioning procedure for specific system or package, work with construction team to ensure procedures can effective test system functionality to meet the design intent.
Witness Test & Commissioning activities to ensure procedures completely implemented, and report out SOR (Site Observation Record) through the programme.
Follow up punch list with construction team, Management Agency, Consultancy Agency, General contractor and other stakeholders to get it appropriate closed.
Customer Interface
Establish and maintain customer communication networks/ channels; maintain workplace services customer focused measures.
Act as single point of contact in each building to proactively sense the customers’ needs and come up with appropriate solutions to address the needs to enable customer productivity
Act as internal single point of contact under the area of responsibility to ensure outsourced suppliers get sufficient support to enable their service delivery, include but not limited to interact with occupants and key users
Communicating the operating philosophy, objectives, and expectations to the site personnel in a continuing effort to build the site team.
Build a strong working relationship with clients to resolve problems and/or conflicts and maintain open communications with the client including regular written and oral reports.
Budget and Spending management
Provide a comprehensive and accuracy info to support budget forecast
Budgeting and planning in engineering service area, track on spending on a regular basis as requested
Developing the budget and managing the financial performance of the project.
Continuous Improvement Initiatives
Act as primary interface between Facility Services and building Occupants to manage changes coupled with continuous improvement in workplace initiatives
Work with service provider to drive continuous improvement plan to improve service quality, energy conservation initiatives and cost saving proposals.
Compliance
Comply with all Company Policies and procedure including Business Conduct and fiscal rules.
Manage self and service provider to comply HSE all guideline, process and procedures.
KEY COMPETENCIES
Expertise in facility engineering including HVAC, Electrical, BMS, Fire fighting etc. systems.
Solid experience in facility operation, Maintenance and new campus start-up.
Good vendor management skills, customer service concept and strong collaboration skills
Excellence interpersonal skills and leadership.
Good Risk management and be able to handle urgent cases on different scenarios.
Adaptive to learn new technologies and system

REQUIREMENTS
Bachelor's degree in HVAC, Electrical or Automation related engineering discipline.
Experience in excess of seven years in facility operation and maintenance, and 3 years above supervisory experience on in-house or service provider management.
Project experience and knowledge for large project test & commissioning programme.
Expertise at least in one engineering discipline, License engineer is preferred from national registration.
Good command of Chinese and English
Outgoing and customer focus, strong business management and contract management skills. Hard working and have the communication and collaboration skills to effectively work with contractors and end users
Facility Lab Operation experience especially for Biomedical or similar industrial is preferred.
Experience on Tri-Generation or Animal facility is plus.
Knowledge of international and local facility, building, environmental, health, and safety regulations and codes.
